About this position:

The function of this position is to serve as a statewide expert in the administration, management, and delivery of Bridge Preservation Program (PRBR) projects. This position is responsible for the management and delivery of PRBR projects and ancillary activities that support their development. These ancillary activities may include but are not limited to functional/ project supervision over other engineers and technicians, consultant contract development and administration, and technical bridge design or review. This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and agency-wide permanent status employees); or by detail to special duty.

There is a biweekly Special Entry Rate of $3316.00 for this position.

The actual starting salary depends on the education and experience of the selected applicant.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

  1. Two years of licensed engineering experience.

  2. Six years of professional engineering experience.

    SUBSTITUTIONS:

    A master's degree in engineering will substitute for one year of the required experience.

    A Ph.D. in engineering will substitute for two years of the required experience.

    Advanced degrees will substitute for a maximum of two years of required experience.

    NOTE:

    Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

    Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

    NOTE:

    Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Bridge Project Management Specialist

The function of this position is to serve as a statewide expert in the administration, management, and delivery of Bridge Preservation Program (PRBR) projects. This position is responsible for the management and delivery of PRBR projects and ancillary activities that support their development. These ancillary activities may include but are not limited to functional/ project supervision over other engineers and technicians, consultant contract development and administration, and technical bridge design or review.

The PRBR is the largest program in the Department, with an annual construction target of approximately $200 million and a total program value in excess of $2 billion; costs for individual projects routinely exceed $10 million, with several having costs in excess of $50 million. Delivery of these projects is critical to the Department's ability to capture an estimated $150 million in annual federal funding.

The PRBR includes some the most technical and complex projects in the Department. Projects routinely involve every aspect of project delivery and require direct communication and coordination with most every Section in the Depa1tment, multiple local, state, and federal agencies, and other permitting entities including, but not limited to: City and Parish Governments, Levee Boards and Districts, LA DEQ, LA DNR, USACE, USCG, USFWS, FAA, Utility Companies, and Rail Roads. Furthermore, functional knowledge and advanced understanding of all Project Delivery related Department processes is required. These processes include, b are not limited to: Transportation Planning; Traffic Engineering; Environmental Review; Permitting; Topographic and Property Surveying; Hydraulic, Road, Bridge, Geotechnical, etc. Engineering Design; Preliminary and Final Plan Development; Utility Relocations, Real Estate Acquisitions, State-Entity Agreements, Consultant Contract Procurement and Administration, Budgetary and Financial Systems (LaGov), Construction Contract Documents, and Construction Administration.

While in official capacity, employee will comply with any applicable Louisiana and Civil Services laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

75% Project Management:

Performs DOTD project management for some of the most technical and complex projects in the DOTD. Serves as the DOTD project manager for an estimated 25% of all PRBR projects (typically in excess of 50 projects). Ensures that all assigned projects are completed within scope, schedule, and budget requirements. Utilizes DOTD project management manuals and software to ensure project delivery status is current and is accurately reported.

  • Manages PRBR projects in accordance with all applicable DOTD policies and manuals.

  • Schedules, coordinates, and facilitates project related meetings as appropriate.

  • Monitors project scope and ensures that project activities are constrained appropriately.

  • Identifies alternative funding sources and solicits funding if expanding project scope beyond the goals of the PRBR

  • Actively oversees project activities and durations and keeps information in LaGov Project Systems (PS) current.

  • Notifies the Program Manager if project schedule or cost may impact the PRBR budget for any assigned fiscal year.

  • Performs miscellaneous program management and development activities as necessary to support the PRBR Program and Program Manager.

25% Bridge Design, Plan Development, and Review:

Performs structural bridge design, develops bridge plans, reviews designs and plans developed by others, and provides construction related engineering services in accordance with Bridge Design policies and manuals.

  • Performs technical structural design and prepares plans and related documents, including bridge rating reports and calculation books, for bridge replacement, rehabilitation, and repair projects.

  • Provides quality control and quality assurance reviews for bridge design plans and calculations.

  • Provides construction related engineering services, including shop drawing reviews, change orders, RFI responses, etc., for bridge projects under construction.
