Education Consultant 4

Job Focus Area:

The Education Consultant 4 is located within the Office of School Choice and reports to the unclassified Assistant Superintendent. This position is responsible for leading the administration of the state’s educational savings account (ESA) program, LA GATOR in collaboration with other Divisions within the LDOE, external partners, and the third-party program manager(s). The LA GATOR Program is an ESA program which will provide funding to the families of students not enrolled in public schools to spend on qualified education expenses including nonpublic school tuition and fees. This position serves as the primary point of contact in managing the day to day operations of the ESA program for participating families, program applicants, service providers, legislators, LDOE staff, State Board of Education (BESE) members, and any other applicable partners.

This position serves as a program administration expert with a deep commitment to the vision and priority goals of the Office of School Choice. This includes being able to thrive in a fast-paced, dynamic environment, being a quick learner, and having strong customer service and interpersonal skills.

The preferred candidate should have experience coordinating work between multiple stakeholders, strong attention to detail. Also have experience working or communicating with elected officials and familiarity with a variety of K-12 educational options for children.

**Note regarding the advertised pay range: The maximum amount listed is the maximum salary a person can make while in this title andnotthe maximum amount we are allowed to pay a new hire.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Eight years of experience in education, teaching, or administrative services; OR

Six years of full-time work experience plus five years of experience in education, teaching, or administrative services; OR

A bachelor's degree plus five years of experience in education, teaching, or administrative services; OR

An advanced degree plus four years of experience in education, teaching, or administrative services.

FUNCTION OF WORK:

To serve as the sole senior staff assistant to an Education Division Director or to serve as the subject matter authority-witness/program developer and/or researcher in a defined program area.

LEVEL OF WORK:

Program Manager.

SUPEVISION RECEIVED:

Administrative direction from an Education Consultant Supervisor, Education Division Director, or higher-level professional.

SUPERVISION EXERCISED:

Functional supervision over educational programs.

LOCATION OF WORK:

Predominantly located at the Department of Education. Other locations may be approved by SCS.

JOB DISTINCTIONS:

Differs from the Education Consultant 3 by the presence of serving as the sole senior staff assistant to an Education Division Director or subject matter authority-witness/program developer and/or researcher.

Differs from the Education Consultant Supervisor by the absence of direct line supervision over lower-level Education Consultants and other related staff.

Differs from the Education Deputy Advisor by the absence of serving as the deputy to a cabinet level unclassified executive.

Approves budgetary reports, records, and activities, ensuring adherence to federal, state, and other regulations, policies, and procedures for budgetary control and authorizes the allocation and expenditure of state, federal, and other funds to eligible recipients for implementation of all programs.

Testifies before state and national legislative committees and state, regional, and national hearings, including the state legislature and State Board of Elementary and Secondary Education, as an expert witness providing background information and relevant research findings and the recommendations.

Advises the unclassified division director of specific issues related to division programs and the progress of programs in meeting established goals and objectives and obtains concurrence on policy and procedure approvals or to advise local superintendents of education, other educators, and other persons outside the fields of education on programs, policies, procedures, laws, and regulations and answers questions and assists in the resolution of education problems.

Make recommendations to the division director regarding mandated and discretionary programs and budgetary or personnel matters.

Researches educational issues, federal and state laws, and state Board of Elementary and Secondary Education (BESE) policies to develop proposed legislation impacting education.

Represents the division director on key departmental committees working on departmental policies, discipline, accountability, technology, as well as inter office matters.

Coordinates state and federal educational program activities of several units within and outside the division on a project basis.

Develops and recommends to the division director programmatic policy directives and procedural guidelines to local educational authorities (LEAs).

Directs the administration or implementation of major elements of the state's reform model, including areas such as curriculum, assessment, or accountability components.

Coordinates the design, development, and piloting of education reform programs and research projects.

Serves as a division-level specialist in specific areas requiring advanced technical expertise or advanced knowledge of education policy development.
