The DOTD Enforcement Sergeant Executive Officer position is assigned to the Weight Enforcement Unit within the Department of Transportation and De ve lopm e nt , which is comprised of the fixed scale facilities. This unit i s statutorily mandated and has sole responsibility for enforcing the federal/state, size, weight, permit, regi s tration and taxation regulations. The incumbent assigned ensures enforcement efforts promote a safe and secure driving environment, while protecting and preserving vital roadway infrastructures. Commissioned personnel assigned have the sa me authorities statewide as sheriffs, constables, and police officers with respect to the enforcement of the law. While in official ca pacity , DOTD employees must comply with applicable Louisiana and Civil Service laws, rules , and regulations, as well as DOTD policies , procedures, manuals, and directives.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Three years of weights and standards law enforcement experience as a POST certified peace officer with the powers of arrest.

SUBSTITUTIONS:

Five years of any law enforcement experience as a POST certified peace officer with the powers of arrest.

NECESSARY SPECIAL REQUIREMENTS:

Must possess a valid driver’s license at time of appointment.

Active Police Officers Standard of Training (POST) certification.

An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony, or who is under indictment on a felony charge will be disqualified by the hiring agency until relief from the disabilities imposed by state and federal laws is granted.

FUNCTION OF WORK:

To provide enforcement of laws and regulations relative to weights and standards for commercial vehicles through direct supervision of enforcement personnel assigned to stationary scales.

General from a DOTD Enforcement Lieutenant. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Direct over DOTD Enforcement Agents and other non-law enforcement staff as assigned. Other reporting relationships may be approved by SCS.

LOCATION OF WORK:

Department of Transportation and Development.

JOB DISTINCTIONS:

Differs from DOTD Enforcement Agent 3 by the presence of direct supervisory responsibility over enforcement staff on an assigned shift.

Differs from DOTD Enforcement Lieutenant by the absence of direct supervisory responsibility over enforcement staff for multiple shifts and/or locations.

Examples of Work

50% Incumbent will serve as the Weight Enforcement Unit's Training Coordinator, and as such is responsible for keeping records and ensuring that all officers have completed mandatory in-service training and re-certification on the state and federal level, while making ce1tain that all records, logs, and report s conform to departmental regulations. Incumbent monitors and evaluates personnel training to ensure training goals and objectives are met. Prepare and implement long range and short range training goals to assure training needs analysis and priorities are met. Incumbent assures that directives and policies are adhered to by all personnel and assures that all new policies, directives and memorandums are forwarded to personnel.

25% The incumbent acts as a uniformed commissioned/POST certified Police Officer , and serves as a DOTD representative for the state of Louisiana.

The primary focus, of the Agency , is weight and size enforcement of both State and Federal Laws, and must be capable of conducting advanced police skills such as investigations, patrol and arrest procedures, and gathering of evidence.

Incumbent se rv es as an Executive Officer to a functional staff unit who as s i sts in the planning , coordination, and implementation of all aspects of the Weight Enforcement Unit. Incumbent will report directly to the DOTD Enforcement Lieutenant Executive Officer. Incumb e nt performs and/or assists in a wide variety of dutie s that require initiative, independent jud gme nt , and re s pon s ibility. Incumbent is responsible for daily duties as an Executive Officer and i s expected to make so und and independent decisions. Incumbent is required to meet all mandated state and departmental required POST trainin g, qualifications, and certifications.

15% Ensure that required statistical reports , time and attendance reports, and other required administrative paper wo rk is completed in an accurate and timely manner. Assist in preparing overall operational budget for the Wei g ht Enforcement Unit. Reviews leave request, ove1time request, training request, and duty assignments for all personnel within the unit. Incumbent assists in the completion of annual equipment in ve nt ories , requi s i t i o n of new eq ui pme nt , monitor s vehicle maintenance, and make s recommendations to the DOTD Enforcement Lieut ena nt Executive Officer regarding equipment utili za tion.

5% Conduct fair and impartial planning and evaluation sess i o n s (PES) in accordance with DOTD policy.

5% Ensure that Department i ss ued e quipment is well maintained and used in a manner consistent with DOTD polic y.

Ensures that all required invento1y and s upplie s are purchased and kept in stoc k for distribution to personnel as needed.
