Office of Fiscal Operations -School System Financial Services

Job Focus Areas:

The Budget Manager is a managerial position that is located within the Office of School System Financial Services. This position directly supervises a team of Budget Analysts. The Budget Manager directs and manages work that is technical and complex in nature with regards to all budget related activities including planning and development, monitoring, reporting, and compliance. This position requires comprehensive knowledge of LDOE’s administrative processes and timelines, BESE policy, state policy, and federal regulations.

** Note regarding the advertised pay range : The maximum amounts listed are the maximum salary amounts a person can make over their career and not the maximum amount we are allowed to pay a new hire .

One position is available and it is located in Baton Rouge, LA. The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled by a probationary new hire, or by promotion of any current permanent classified Louisiana State employee, Current permanent classified state employees may be required to accept a probational appointment, if selected.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus four years of professional level experience in accounting; financial auditing; budgeting; procurement; human resources; policy planning; statistical analysis; or financial services.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree in business administration, accounting, finance, human resources, public administration, or statistics will substitute for one year of the required experience.

NOTE: Any college hours or degree must be from an accredited college or university.

Generally direct over subordinate professional budget staff.

Job Distinctions:

Differs from Budget Analyst 4 by presence of supervisory responsibilities.

Examples of Work

Coordinates, prepares, and/or reviews the preparation of composite large office final budget requests by doing research and gathering data individually and/or from program managers.

Prepares statistical analyses, narratives, tables, and charts to plot trends and project future status of entity.

Meets with government officials, private officials, and others regarding program planning and budgetary services for the entire department.

Reviews and approves Department contracts, purchase requisitions, supply room purchases, fiscal agent agreements, leases, and any other document obligating funds to ensure availability of funds and budget authority.

Drafts amendments to the General Appropriation Bill and other bills as necessary.
