One (1) job vacancy exists in the Archives Division - Imaging & Preservation Services Section of the Secretary of State , Essen Ln, Baton Rouge, LA.

Job Duties Include:

  • Provides direct supervision to the Imaging and Preservation Services team and performs administrative tasks necessary for the operation of the section.

  • Meets with state government agencies to determine document conversion needs; manages all aspects of electronic digitizing and microphotographic conversion projects, including but not limited to, scheduling, document preparation, document transport, organization of files, storage, invoicing, and disposition of the records after conversion.

  • Performs regular equipment maintenance functions and coordinates machine maintenance with third-party providers.

  • Develops training materials and gives presentations to government agencies.

  • Collaborates with the Records Services Manager on the development of statewide policies regarding the digitization of records and the long-term preservation of electronic records.

  • Participates in emergency planning and response.

  • Experience with the following software and equipment is preferred: Preservica, archive writers, microfilm scanners, diazo duplicators, and large-format, planetary scanners.

No Civil Service test score is required in order to be considered for this vacancy.

Minimum Qualifications

QUALIFICATION REQUIREMENTS:

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional level experience in historical research; archival operations, records management and records preservation; or college level teaching in history, political science, philosophy, anthropology, historical geography, archaeology, social studies/social studies education, American studies, Latin American studies, European studies, international studies, international relations, English, French, Spanish or fine arts; or professional level experience in a public sector setting.

SUBSTITUTIONS:

Six years of full-time work experience in any field will substitute for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A baccalaureate degree in archives/records management administration will substitute for one year of the required experience.

Graduate training which includes twelve semester hours in a qualifying field or a combination of qualifying fields (under college level teaching fields) will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.

A master's degree with eighteen semester hours in a qualifying field (listed under college level teaching fields) or a combination of qualifying fields will substitute for a maximum of one year of the required experience.

Specialized college training will substitute for a maximum of one year of the required experience.

NOTE: Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:

To supervise and coordinate Archives Specialists in the performance of professional archival activities in the Archives Division.

LEVEL OF WORK:

Supervisor.

SUPERVISION RECEIVED:

Direct from an Archives Manager or higher level administrator.

SUPERVISION EXERCISED:

Typically, direct over Archives Specialists; may also supervise lower level clerical staff.

LOCATION OF WORK:

Department of State.

JOB DISTINCTIONS:

Differs from Archives Specialist C by the presence of direct supervisory responsibilities.

Differs from Archives Manager by the absence of managerial duties.

Supervises professional level staff in the conservation, research, acquisition, library, and records center providing direction and assistance where needed.

Supervises the evaluation of agency records to determine archival value.

Prepares an evaluation relative to which records have the greatest value for permanent preservation.

Supervises the evaluation of agency record retention schedules to identify record series requiring archival review.

Works in conjunction with management in preparing strategic and operational plans.

Conducts emergency transfers of records having archival value that are in danger of destruction because of natural disasters, etc. and arranges for disposition of these records.

Periodically evaluates archives of state museums and reports in writing to as to the status of these repositories.

Schedules and conducts seminars and workshops designed to assist other archival organizations with developing proper archival policies and procedures.

Works with management and staff in reviewing current appraisal policies and procedures to determine if any changes are needed.

Prepares in writing an annual report to the Archives Administration relative to the status of the departments archival, research, and preservation programs.

May prepare grant applications for the State Archives.

Develops, updates, and ensures the implementation of conservation policies based on current technical data, knowledge, and standards.

Supervises the evaluation of existing and/or develops new programs for archival/historical conservation operations within the State Archives and other organizations throughout the state.

Supervises the repair and conservation of in-house archival materials which show signs of damage or deterioration.

Assembles research findings to prepare correspondence, special studies and reports, articles for publication in professional journals, and formal papers for presentation at professional conferences.

Develops disaster prevention on recovery plans for temporary and archival records.

Arranges for the receipt or rejection of materials offered to the laboratory for preservation as determined by archival/historical value and/or the condition of the items in question.

Supervises and/or performs research to provide historical verification and assists in designing, arranging, and presenting display exhibits to ensure that proper preservation and environmental conditions are met and maintained.

Advises and educates agencies and institutional personnel relevant to ways of implementing survey results and findings.
