BRIEF POSITION SUMMARY Regional Environmental Specialist (RES) performs complex (journey-level) environmental or public health and safety work. Work involves coordinating inspections, surveys, assessments, or investigations to ensure compliance with environmental laws; evaluating environmental impact; and identifying health and safety hazards and other sources that can affect the health of the environment or population. May train others. May coordinate work of contractors as needed. This RES will support assigned facilities and wil be located in Bastrop, TX. Reports directly to the RCRA Waste Manager and the EPAS Manager. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. WORK HOURS: Tuesday Friday, 10 hours a day, 40 hours a week ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES Designs, directs, analyzes, monitors, mitigates, conduct surveys and completes coordination of environmental duties at assigned facilities to support compliance with applicable laws and regulations. Assists with activities established to prevent pollution and to minimize environmental impacts. Provides updates, suggestions and information for Environmental Awareness, especially the Earth Guard publications, which is accessible on public and internal websites. Coordinates with other Media Managers in the Environmental Branch on an as needed basis. Assists with hazardous materials management to include Waste Minimization through Shelf-Life Management. Assists assigned facilities with management of all applicable records as required by laws, regulations, and policies. Records management and document control is the responsibility of the facility personnel but the RES, with use of the Compliance Tool Kit (CTK) or Environmental Binder and consistent coordination with the Environmental Trainers, will assist with this vital task. Assists Media Managers with reviewing, making recommendations and implementing plans, procedures, policies and guidelines in reference to Spill Prevention Control and Countermeasures Plans (SPCC Plans), Storm Water Pollution Prevention Plan (SWPPPs) and the Environmental Waste Management Plan (EWMP). Assists with environmental compliance at assigned facilities, especially through Site Assessment Visits (SAVs) and Internal Site Support (ISS) as part of our Environmental Performance Assessment System (EPAS) Program, to include execution, reporting, tracking and mitigation of findings with guidance from the EPAS Manager. Assists assigned facilities with adhering to the Adjutant General's (TAG) Environmental Statement (Directive) and documenting as well as advising on the methods to fix shortcomings. Assist with maintaining environmental stewardship. May occasionally work evenings, weekends or holidays. Performs related work as assigned. Attends work regularly and observes approved work hours in accordance with agency state employee policies procedures handbook. May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends. Qualifications: MINIMIUM QUALIFICATIONS EDUCATION: Graduation from an accredited four-year college/university is required. (Substitution allowed) PREFERRED EDUCATION: Graduation from an accredited four-year college or university with major coursework in Environmental Science or Environmental Management is preferred. SUBSTITUTION: Graduation from accredited two-year college with major coursework in environmental sciences, environmental engineering or public health may be substituted for the required education. Additional years of experience conducting environmental assessments, property inspections, investigating sites, environmental baselines studies and coordinating laboratory sample and analysis projects may substitute for the required education on a year per year basis up to four years.
