Your Specific Responsibilities:

Operations Analyst I works under the direct supervision ofSR PUBLIC HEALTH SERVICES MANAGER – SESof Clinical Services. This Operations Analyst I is involved in assisting Community Health Services managers with data collection, tracking, reporting, process improvement and the hiring process for CHS. This job is a highly independent position with varied administrative duties.

Major areas of responsibility would include but not be limited to:

Administrative

  • Provides guidance and training to clinical clerical staff as needed to standardize and improve processes

  • Assists with the hiring process by scheduling interviews, preparing interview questions and coordination of the CHS hiring process.

  • Serves as the back-up Building Manager for FDOH-Polk County Administration Offices

  • Type travel for staff without clerical support under the supervision of the Sr. HCA.

  • Type and assist with processing of any contracts relating to the Clinical Service/Pharmacy.

  • Make travel reservations/arrangements for staff as necessary.

  • Record and type minutes for various meetings.

  • Maintain and update position descriptions, type performance appraisals, job descriptions.

  • Prepares & maintains on call after hours schedule.

  • Schedules and coordinates meetings, arranges locations, making notifications as applicable.

  • Perform independently by taking calls, messages, problem solve as necessary.

  • Interpret established policies and provide information for the resolution of problems.

  • Provide back-up assistance for Nursing Directors and Directors office as needed.

  • Provide assistance as requested on special projects or initiatives.

  • Covers the Director’s Office for lunch and as needed during meetings.

  • Assists the Business Office to ensure providers are fingerprinted for Medicaid purposes.

    Quality Assurance

  • Assists with clinical data collection for the Medical Dashboard.

  • Compile clinical data & statistics monthly and prepare statistical reports as requested.

  • Completes Quarterly Sterilization and Family Planning Report.

  • Provide guidance and service as a resource for clerical and/or nursing supervisors.

  • Provide guidance and assistance as necessary to achieve the goals of the Community Health Services team.

  • Update and maintain Protocols for FDOH-Polk APRNs.

  • Complete applications for CLIA licenses for clinic laboratories.

    Purchasing and Budget

  • Oversees fiscal budget for the Clinic Division. Monitoring expenditures to remain within the approved budget; briefs the Sr. Community Health Service Manager. Tracks revenues, comparing to projected and analyzing variances to address contributing factors.

  • Monitors eligibility process, fee collections, Medicaid, and third-party billing to ensure compliance with federal, state and local guidelines. Randomly checks the process immediately correcting errors, retraining/coordinate training for personnel.

  • Reviews the fiscal reports with the Fiscal Department and Sr. Community Health Service Manager ensuring promptness and accuracy of billing, immediately taking action to correct errors.

  • Performs contract management functions as assigned.

  • Reconciles lab invoices for 4 satellite clinics

  • Performs other duties as required or assigned.

  • Validates Medicaid eligibility in effort to improve appropriate and timely reimbursement.

  • Handles purchase requisitions submitted from clinical services. Orders using P-card or POs.. Tracks purchases to ensure invoices are received & processed for payment. Maintains log of all purchasing activities.

  • Assist HCA with clinical budgets, complete budget JT’s and SAMAS Reconciliations as needed

  • Administer the 4th Floor Administrative budget and order necessary supplies.

    Other

  • Performs other duties as required or assigned, including performance of additional interpreter duties, consistent with skill level, and as needed.

  • Complies with and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, Florida Statutes, and Chapter 3A-24, Florida Administrative Code.

  • Perform other duties assigned by supervisor.
