Responsibilities You will plan, coordinate, or advise on work efforts, or to resolve issues or operating problems by influencing or persuading people who are working toward mutual goals. You will perform assignments or projects involving the application of directly related precedent material or specific work procedures. You will review work request for accuracy and clarity: clear scope of work, realistic completion date, proper lead times, correct equipment identification. You will identify work requiring engineering design and reviews them with engineering. You will escalate issues to the Facilities manager for work which does not appear to be valid or costly. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants may also qualify based on education OR a combination of education and experience, in lieu of the one year specialized experience listed above, through ONE of the following: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Must have a combination of specialized experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal 100 percent. (Combining Education and Experience: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11.) Additional Information This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. This position is covered by the Department of Defense Priority Placement Program.
