U.S. Army Corps of Engineers Program Analyst (Project Scheduler) in Baltimore, Maryland
Summary About the Position: Position will be in the Programs and Project Management Division, Programs and Project Controls Office. Serves as a Senior Program Analyst/Senior Project Scheduler and Subject Matter Expert analyzing, developing, and maintaining project schedules for the Baltimore District Programs. Responsibilities Advises Project Managers and Project Delivery Team members and other elements concerning the overall complex scheduling of the Life Cycle Project Management Program for the planning, design, and construction. As the senior policy advisor, advises leadership on program schedules related to the program missions, such as budget, contracting, and information management. Utilizes state-of-the art software tools and computer programs in the development and analysis of project schedule coordination and integration for the planning and construction of multiple projects. Coordinates with Project Delivery Teams, Program Managers, and the Financial Teams to assure funds are available for established schedules. Reviews and applies regulations and/or policies to assist the Project Managers make schedule decisions related to project execution, and/or resolve workload management issues with middle and/or senior management. Specialized Experience: One year of specialized experience which includes 1) Independently developing and analyzing complex project schedules using the automated project management systems such as Primavera Professional and P6Web; 2) Advising and leading coordination with members of the Project Delivery Teams, Project Managers, staff, and senior leaders regarding detailed project status including project scope, schedule, and budget; 3) Independently reviewing, analyzing, and evaluating reports for the overall program and troubleshooting project progress and providing corrective actions to maintain schedule and cost performance; and 4) Demonstrating proficiency for 5 or more years with Oracle Primavera systems and expertise in program/project scheduling. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
