Northrop Grumman Mission Systems is seeking a Manager Supply Chain Programs 3 to join our Tactical Fighters Business Unit (BU) and lead the Advanced Tactical Program (ATP) Operating Unit (OU). This position will be in Linthicum, MD.
The Manager Supply Chain Programs 3 will report to the Tactical Fighters BU Global Supply Chain Manager. The selected candidate will be the responsible leader for the ATP OU with responsibility for program excellence in all phases/facets of the program lifecycle (capture/proposal, strategy, material finance/CAM management, and execution). The selected candidate will be a high performing, experienced supply chain leader who is goal-oriented and well equipped to partner with a wide range of internal stakeholders to support Corporate, Sector, Airborne Multifunction Sensors Division, Tactical Fighters BU and ATP OU objectives, including program performance and business growth. To do this, they will leverage a solid understanding of the Global Supply Chain and be knowledgeable in the engineering, contracts, manufacturing, information technology, and mission excellence areas and how they impact delivery of supply chain materials and services. The selected candidate will have a proven ability to engage with suppliers to resolve schedule and quality issues, contracts, negotiate pricing, etc., as well as knowledge in compliance areas.
Responsibilities:
Responsible and accountable for the capture/proposal, strategy, material finance/CAM management, and execution of all material and services content for the ATP OU.
Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
Responsible GSC leader of managers and professionals within the ATP OU.
Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP). Provide differentiated and affordable supply chain solutions for existing programs and new business pursuits.
Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
Leads supply chain program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution.
Conducting performance reviews within the HR process and in a timely manner, with adequate opportunity for employee feedback & development action.
Implement strategies and actions to ensure timely delivery of materials and subcontract services in support of program needs.
Support achievement of ATP OU financial commitments.
Drive continuous improvements in supply chain/subcontracts related processes via collaboration with other functions, programs, and the extended supply chain.
Ensure compliance with the wide range of regulatory and other requirements and achieve supplier diversity requirements.
Collaborate with manufacturing, mission assurance, and engineering to ensure successful delivery of material and subcontracted items.
Basic Qualifications:
Bachelor’s degree and a minimum of 8 years (Master's with a minimum of 6 years) of relevant experience in supply chain, program management, operations management, engineering or closely related experience
Must have 5+ years of experience leading a team in a direct management role or team lead
US Citizenship and must be eligible to obtain and maintain a DoD Secret level clearance and Special Program Access
Must be able to work on-site in Linthicum Md.
Preferred Qualifications:
Experience in Earned Value Management
Experience with a broad range of supply chain issues including risk management, terms and conditions, negotiations, contract types (fixed price and cost type), and post award management
Post-graduate degree in Supply Chain or other related field
Experience managing managers
Experience in working with capture teams in developing and submitting competitive and compliant major proposals, including teaming strategies and complex subcontracting strategies
Salary Range: $162,300 - $243,500
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
