CareFirst Investment Consultant (Remote) in Baltimore, Maryland

Resp & Qualifications

PURPOSE:

The Investment Consultant is responsible for the financial administration of CareFirst's pension and 401(k) plans and oversight of the plan assets and financial requirements and compliance, including any third-party administrators and advisors, consultants, and asset managers. This role will report to the VP, Treasury & Investment Management.

ESSENTIAL FUNCTIONS:

  • Ownership and governance of the service delivery associated with the financial components of the retirement plans. Requires a thorough understanding of the financial requirements and obligations of the retirement plans, including internal and external processes and the third-party partners involved in the management of the plan assets. Knowledge of plan funding requirements of the pension plans, investment strategy for pension trust funds and investment options offered through the 401k plan. Lead an annual review of financial plan performance ? includes preparing annual strategic and operational solutions. Work with plan advisors/consultants to ensure optimal plan asset allocation, glide-path strategy (pension), and overall efficient stewardship of all plan assets.

  • Partner with ERISA and compliance counsel to ensure regulatory requirements are met regarding the financial monitoring framework specific to CareFirst?s business needs. Create and deliver management and BoD reporting materials. Partner with external auditor for annual audit of financial statements of all retirement plans and ERISA compliance consultant for the financial government reporting and disclosures for plans. Responsible for asset allocation information for the annual funding notice of pension plan. Act as subject matter expert for investment strategies and investment policy related to retirement plans. Ensure financial fiduciary duties are met.

  • Lead the design and implementation of metric dashboards to ensure plan KPIs are met. Act as lead Finance department liaison with respect to the plans (interface closely with Legal, Accounting, Tax, Benefits (HR), external actuaries and specialty counsel as necessary). Conduct periodic reviews and benchmarking of asset manager and advisor/consultant fees.

  • Prepares investment information and reports by collecting, analyzing, and summarizing performance data. Maintains relationships with asset managers and the lead asset management firms by establishing contacts; building rapport; exchanging information. Updates asset management database by entering transaction data; improving software. Protects organization value by keeping information confidential, cautioning others regarding potential breaches. Improves investment and management job knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.

SUPERVISORY RESPONSIBILITY:

This position has no direct reports, however, may informally lead teams in a matrix environment.

QUALIFICATIONS:

Education Level: Bachelor's Degree Accounting, Finance, Economics, Business or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

Licenses/Certifications Upon Hire Preferred:

  • Chartered Financial Analyst (CFA)

Experience: 10 years' experience managing financial assets of defined contribution, defined benefit plan and retirement plan oversight in a large, regulated environment.

Preferred Qualifications:

  • MBA, CFA, CTP, Management or supervisory experience. Provider healthcare experience.

Knowledge, Skills and Abilities (KSAs)

  • Knowledge of ERISA Plans: Retirement and 401k Plans.

  • Knowledge of Investment framework and Risk related to frozen pension plans.

  • Proficient in Microsoft Office (Word, Excel, Access, and Outlook).

  • Knowledge of business management and basic accounting principles.

  • Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

Salary Range: $120,000 - $214,500

This compensation range is specific and considers factors such as (but not limited to) the scope and responsibilites of the position, the candidate's work experience, education/training, internal peer equity, and market and business consideration. It is not typical for an individual to be hired at the top of the range, as compensation decisions depend on each case's facts and circumstances, including but not limited to experience, internal equity, and location.
