Robert Half HR Business Partner in Baltimore, Maryland

Description HR Business Partner responsibilities may include but are not limited to the following:

• Manage team member responsible for Workday business process, Workday payroll task, and review payroll data for errors

• Run audit reports and prepare payroll preliminary reconciliation to rectify issues and concerns.

• Coordinates and recommends the implementation of agency specific human resources policies and procedures, and interprets laws, regulations, guidelines and labor contract provisions for agency management

• Interprets and administers human resources policy, labor agreements, grievance procedures, and may participate in labor negotiations. Assists in legal and administrative hearings involving Employee Relations cases before such agencies as the Equal Employment Opportunity Commission, Civil Service Commission and Community Relations Commission

• Make recommendations to the central Department of Human Resources on classifications, reclassifications, class specifications, salaries, employee benefits and human resources practices and procedures

• Strong understanding of labor and employment law and employee relations.

• Advises agency employees, supervisors and managers on human resources matters

• Plans and coordinates departmental in-service training programs and professional development.

• Confers and coordinates human resources activities on behalf of the City agency with central Department of Human Resources, the Mayor's Expenditure Control Committee, the Mayor's Office and the Bureaus of Budget and Management Research, Payroll and Disbursements and the Baltimore City Office of Information Technology

• Supervises Human Resources Generalist responsible for

Required Skills, Knowledge and Abilities

• Knowledge of principles and practices of human resources administration

• Knowledge of Workday administrative task

• Ability to manager human resource processes and supervise professionals

• Ability to develop human resources policies and procedures

• Ability to develop and administer agency-wide human resources procedures

• Ability to speak and write effectively

• Ability to conduct research, compile data and prepare statistical and narrative reports

• Ability to deal effectively with City employees and officials and the public

• Ability to maintain human resources records

• Ability to deal with a variety of situations and problems under specified time constraints

• Ability to maintain confidentiality for all human resource related activities

Minimum Education and Experience Requirements

• A bachelor's degree from an accredited college or university and three years of experience in progressive and strategic human resources administration

• Equivalencies

o An equivalent combination of education and experience. One year of graduate course work in human resources management, business administration or public policy from an accredited college or university may be substituted for each year of the experience requirement Requirements • Must have a minimum of 5 years of experience in an HR Business Partner role

• Proficiency in the use of Workday software is required

• Must possess strong skills in Compensation Analysis

• Experience in Compensation & Benefits management is necessary

• Must have solid knowledge and experience in Human Resources (HR) Administration

• Excellent communication and interpersonal skills are required

• Must have the ability to work collaboratively and build strong relationships across all levels of the organization

• Proven ability to handle confidential information with discretion

• Strong problem-solving skills and the ability to make sound decisions based on accurate and timely analyses

• High level of integrity and dependability with a strong sense of urgency and results-orientation.
