The State Highway Administration (SHA) Office of Finance (OOF) is seeking to fill an executive service position for a SHA Director of Finance in Baltimore City. This position is open to anyone who meets the preferred qualifications below.
Nature of Work: This position serves as the Director of the Office of Finance (OOF) and will be responsible for overseeing the following divisions within OOF: Accounting Operations, Budget & Financial Accounting, and the Capital Program Division. This position also manages a staff of approximately 80 employees and ensures that operations are maintained at a level to provide quality service to OOF’s external and internal customers.
The position is responsible for Capital Program management, which includes forecasting project expenditures within an annual budget, and three-year and six-year Consolidated Transportation Plans (CTP). It is also responsible for federal funds management, which includes programming, billing, and forecasting approximately $700 million to $1 billion annually in addition to the fiscal management of mega projects and following federal rules for reporting.
The Director of Finance is responsible for fixed asset and materials and supplies oversight, and all aspects of budget management and oversight. The position works directly with senior management including the Administrator and Deputy Administrators, on high level fiscal issues. Finally, this position is responsible for all aspects of fiscal reporting, including executive level reports for monthly finance meetings. The position must guarantee fiscal system and transaction integrity and accuracy by building fiscal processes with strong internal controls.

Qualifications
Preferred Qualifications:
Education: A bachelor’s degree in accounting from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.
Experience: Ten (10) years of professional experience in accounting and/or auditing, of which five (5) years must have been in a managerial capacity.
The ideal candidate should possess the following:
Strong knowledge of accounting operations, auditing, and financial systems analysis and/or implementation
Strong knowledge of the State’s budget process, including the Capital Program budget submission and CTP submission process
Strong knowledge of internal accounting controls in order to have the ability to make the proper system decisions
Working knowledge of fiscal systems and MDOT’s Financial Management Information System (FMIS)
Strong knowledge of cost accounting, particularly project costing
Strong management and leadership skills
Certified Public Accountant (active or inactive)
