The Maryland Transit Administration is seeking a dynamic team player to join its Office of Financial Management for the position of Payroll Processing Supervisor!!

The Payroll Processing Supervisor is responsible for overseeing and coordinating the agency’s union payroll processing operation. The main responsibilities are the planning, organizing, implementing, administration and supervising the interpretation and application of MTA’s union payroll policies, directives and procedures designed to accomplish the mission of the agency. Assisting and being the backup for the payroll manager in the direction of the daily operations of the payroll department; Auditing and analyzing time and hours submitted by employees and management; Creating and running reports to help audit data, analyze data, and improve process within payroll and outside departments. Coordinating workflow with staff of HR, ADP, IT, Labor Relations, IT, management in various departments and payroll team when necessary. This position oversees, facilitates and implements the processing of financial transactions in the payroll section. They must be pro-active in identifying business solutions, can improve and streamline processes and create opportunities for enhanced customer service. The Payroll Processing Supervisor under the guidance of the Payroll Manager is responsible for assisting with the payroll operation for over 2,800 agency active union employees on a weekly basis and 2,300 agency pension employees on a monthly basis.

The Payroll Processing Supervisor is also required to assist Payroll Manager with creating team annual objectives, analyzing data, implementing new processes, working with ADP to do various tasks and helping with service requests, communicating with Labor, Legal, HR, ADP, and various departments, MDOT, and various other agencies, and other various duties. This position will be responsible for knowing how ADP is completing tasks in the background such as PTO benefits, pension, pay codes, holiday and etc. and where to fix when an issue arises with the help of ADP. Must be knowledgeable on the general ledger and willing to working with Finance on the accuracy of our ledger and transmittal.

Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience in administrative staff or professional work. One (1) year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. *One (1) year of the experience must have been in processing payroll garnishments, tax liens, alimony, and child support.

  • This statement contains a Selective Qualification, which is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skill, or ability).

Notes:

  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

  2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

  3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

  4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
