Summary This position is a Biologist, GS- 0401-13 working in Bailey's Crossroads, VA, for the R9-Emergency Management and Physical Security. Responsibilities As a Biologist your duties will include but are not limited to the following: Provides overall program support and oversight which may include technical, policy, program, and budget support. Leads the formulation of program objectives, priorities, and techniques. Manages national allocations for assigned program activities in the Service, develops strategic budgeting plans, and tracks and reports on program accomplishments (reports may be produced for: the Service Directorate, the Office of the Secretary of the Interior, the White House, or other federal agencies). Provides technical guidance, advisory services, and coordination of compliance with federal environmental statutes such as Endangered Species Act (ESA), Clean Water Act, National Environmental Policy Act (NEPA), among others. Participates in forums for private, state, and federal entities to exchange ideas, information, and technology and, to actively engage in leveraging and targeting their collective assets to secure the science needed to achieve desired Service and program goals. Develops scientific data standards and reviews biological and commercial data to ensure that the data used by the Service to implement the nation's natural resource laws are reliable, credible, and represents the best scientific and commercial data available. Basic Requirement: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. Minimum Qualification [GS-13] One year of specialized experience equivalent to at least the GS-12 grade-level in the Federal service. Specialized experience may include: 1) Provides overall program support and oversight which may include technical, policy, program, and budget support; 2) Reviews and approves study proposals to obtain information and data on monitoring, inventory, surveys, habitat restoration and related field activities; 3) Develops scientific data standards and reviews biological and commercial data to ensure that the data used by the Service to implement the nation's natural resource laws are reliable, credible, and represents the best scientific and commercial data available.; 4) Develops Service-wide policy and guidance or represents the Service on intergovernmental and/or similar committees in area of responsibility; 5) Serves in a leadership role to develop and institutionalize collaborative, biologically sound, and partnership driven approaches to meet Service mission goals with partners and other stakeholders such as other Federal, state fish and wildlife agencies, Tribal organizations, non-governmental organizations, the private sector, and academia; 6) Knowledge of Emergency Management in regards to preparing for, responding to and recovering from natural and human caused disasters.
