TEXAS DEPARTMENT OF TRANSPORTATION V140 Environmental Project Planner I, II, III – Community Impacts Subject Matter Expert - Environmental Affairs Divisi in Austin, Texas

As an Environmental Project Planner I/II/III - Community Impacts Specialist, you will assist with complex activities to ensure TxDOT complies with laws such as Title VI of the Civil Rights Act of 1964, Executive Order 12898 on environmental justice, Executive Order 13166 on limited English proficiency requirements, the National Environmental Policy Act (NEPA), and the Uniform Relocation Assistance and Real Property Acquisition Policies Act. You will assist in developing procedures related to TxDOT projects for community impacts analysis, in addition to providing technical guidance, training, information, support, and problem-solving services to TxDOT districts and divisions pertaining to topics related to community impacts. This work will require contact with private citizens, private entities, governmental agencies, and all levels of TxDOT management and staff. Essential Duties:Prepares and reviews routine environmental related schedules, scopes of work, and deliverables for project delivery prepared by department staff and/or consultants.Monitors and researches current and proposed relevant environmental technical studies, laws, regulations, policies, and procedures.Conducts assessments, project investigations and prepares/reviews environmental documents to ensure compliance with applicable state and federal environmental laws, rules, regulations, policies and procedures.Consults and coordinates with representatives of regulatory agencies, special interest groups, the public and Department personnel.Consults and coordinates with Department staff, state, federal and regulatory agencies and contracted professionals in avoidance and minimization efforts, including complex mitigation requirements.Plans, develops, recommends and implements environmental policies, procedures and guidelines.Evaluates environmental impact of transportation activities related to community impacts, including socioeconomic, environmental justice, and public involvement. Provides technical expertise and guidance to Department employees in environmental laws, rules, regulations, policies, procedures and issues.Performs other job responsibilities as assigned.
