Minor Construction Contracting Team Lead is responsible for supervising and overseeing procurement and contracting operations. The role involves ensuring compliance with procurement laws and policies, developing processes and procedures, training staff, creating template documents and issuing solicitations as necessary. In addition, this position will play a key role in the management of our Job Order Contracting (JOC) program. Work involves developing and reviewing formal solicitations and other procurement and contracting documents including job orders, work orders and/or task orders as necessary in support of the agency mission while exercising forward and strategic thinking. This position may review and approve purchase requisitions, specifications and statements of work, and provide training and guidance to division customers regarding specific need requests. The selected individual will be responsible for maintaining direct communication with division customers and contractors and ensuring proactive involvement throughout the procurement cycle. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures. Qualifications: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited college or university with a Bachelors degree in Business Administration, Public Administration, Finance, Purchasing, or closely related field. Experience: Four years progressively responsible full-time experience with contract development, contract management, contract evaluation, or purchasing. Experience in developing, evaluating and awarding formal solicitations. Two years of experience managing and supervising staff purchasing or contracting staff. Licensure: Must possess a State drivers license. Must possess or be able to obtain, within six months of employment, a Certified Texas Contract Developer (CTCD) certification. Must possess or be able to obtain, within six months of employment, a Certified Texas Contract Manager (CTCM) certification.
