BRIEF JOB DESCRIPTION Performs complex (journey-level) project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. Serves as the project manager for J6 projects and may assign duties, responsibilities, and coordinate the work of project staff. Reports to the J6 Operations Deputy and works under general supervision, with moderate latitu e for the use of initiative and independent judgment. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES Plans, develops, and integrates Information Technology requirements for assigned projects. Manages the development and execution of scopes, schedules, and budgets. Ensures compliance with IT-related laws, policies, and directives throughout the project life cycle. Coordinates and communicates project goals, obtaining authorization and commitment. Demonstrates business need and project feasibility. Leads, coordinates, and is accountable for the overall success of assigned projects. Manages the development of long- and short-range planning related to IT requirements. Involves project selection, prioritization, evaluation, monitoring, cost schedule management, risk management, quality management, and resource allocations. Develops project budgets, schedules, work plans, resources requirements, and cost estimates. Prepares and manages project budgets and financial projections. Prepares concept briefs, Operations Orders (OPORD), Warning Orders (WARNO), and Fragmentary Orders (FRAGO). Reviews correspondence and special and periodic reports prepared by others. Monitors and manages project quality to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget. Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them. Communicates project methodology and processes to interested groups and team members. Compiles and distributes project information, project status reports, and project budget expenditures. Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors. Plans and manages efficient project meetings. May assign duties and responsibilities and coordinate the work of project staff. Collaborates with other staff sections on organizational plans/projects. Receives and tracks communication tasking orders from higher Headquarters and coordinates with staff to close out. Reviews Communication Tasking Orders (CTO) issued from National Guard Bureau and NETCOM. Collaborates with various branches of the J6 to coordinate and execute taskings within specified deadlines. Attends work regularly and observes approved work hours in accordance with agency state employee policies procedures handbook. May be required to perform duty in support of national emergencies, disasters, missions, and other requests to include holidays, evenings, and weekends. Performs related duties as assigned. WORK HOURS: Monday Friday, 8 hours a day, 40 hours a week Qualifications: MINIMUM QUALIFICATIONS EDUCATION Graduation from an accredited four-year college or university is required. (See substitution) SUBSTITUTION Additional years of experience in military planning and operations environments and/or Information Technology project management certification may substitute for required education on a year-per-year basis. PREFERRED EDUCATION Graduation from an accredited four-year college or university with a degree in Information Technology, Computer Science, Business Administration.
