GENERAL DESCRIPTION Performs highly advanced (senior level) project management work. Work involves establishing the strategic goals and objectives for the planning, initiation, execution, and closeout of information technology (IT) projects at various levels of completion; monitoring and coordinating the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May assign duties and responsibilities as well as evaluate and coordinate the work of project staff. Works as the Head of the IT Project Management Office (PMO) and responsible for the successful initiation, daily oversight, delivery of projects, and the development and implementation of project management policies, procedures, and tools to support project delivery. Reports directly to the Chief Information Officer. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Req ires some travel and may be required to work over 40 hours per work week. ESSENTIAL DUTIES Directs, develops, coordinates, plans, and evaluates IT projects utilizing accepted project management methodologies. Define policies, procedures, and templates on how IT will initiate, execute and close out projects. Oversees the distribution of IT project information and project status reports Oversees the IT project budgets, schedules, work plans, resource requirements, and cost estimates and projections. Communicates and explains project methodology and processes to interested groups and team members. Reviews and approve proposed changes to project parameters and changes to original project plan and budget, oversees the implementation of changes. Develops IT project plans including strategy definition, project forecast allocation, timelines and milestones and contingency planning. Develops and establishes project goals and objectives consistent with the agencys strategic plan. Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments. Develops and implements plans to communicate project methodology and processes to interested groups and team members. Develops, reviews, and recommends proposals and bids to management. Establishes comprehensive strategies and methodologies for identifying, assessing, reporting, managing, and mitigating risk for IT projects. Monitors and manages project quality and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget. Identifies potential project risks and difficulties, creates risk contingency plans, and designs strategies to mitigate or avoid them. Identifies and implements process improvements in the area of project management. Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors. Creates documentation procedures to capture and manage changes in original project plan. Oversees more than one project simultaneously, including multiple highly complex projects. Oversees the work of contractors Compiles and distributes project information, project status reports, and project budget expenditures. Direct, assign, and evaluate the work of project staff. Performs a variety of related duties not listed, to be determined and assigned as needed. Performs all duties in compliance with agency safety policies and procedures: Reports safety hazards and corrects hazards when possible. Completes required documentation in the event of an accident/injury within requested timeframes. Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies. Monitors outcomes for racial, ethnic, and gender disparities and takes action to address identified disparities. Qualifications: MINIMUM QUALIFICATIONS Project Management Professional (PMP) certification. AND Bachelors degree with major course work in computer science, computer information systems, management information systems, business administration, or a related field. Ten (10) years of full-time wage-earning project management experience. OR High School Diploma or Equivalent. Fourteen (14) years of wage-earning project management experience. PREFERRED QUALIFICATIONS Bachelors degree. Ten (10) years of experience managing IT projects with PMI project management methodologies. Experience working for a governmental agency. . Note
