GENERAL DESCRIPTION Performs highly complex (senior-level) consultative service and technical assistance work relating to the Interstate Compact for Juveniles to ensure (1) proper return of juvenile probationers who have absconded, escaped, or run away from another state to the State of Texas or from the State of Texas to another state; (2) cooperative supervision of juvenile probationers who have received permission or authorization to travel or relocate across state lines; (3) the protection of the public, including the victims of such juvenile probationers; and (4) effective tracking of such juvenile probationers. Work involves assisting with planning, developing, and implementing the program, providing consultative services and technical assistance to other compacting states ICJ Offices, local juvenile probation departments, district attorneys, law enforcement officers, Child Protective Service (CPS) staff, private entities, parents/ uardians, and others. Coordinates activities relating to returns to the home state, intakes and casework for juvenile probationers who have received permission or authorization to travel or relocate to or from Texas, and compliance with the Texas Sex Offender Registration and DNA Collection Programs. Completes and reviews various forms and enters data into appropriate tracking systems. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.May be required to work in excess of 40 hours per work week. ESSENTIAL FUNCTIONS Prepares program assessment and analytical evaluations of statewide ICJ activities on a routine basis; identifies problems and/or trends relating to the program, including trends involving non-compliance; provides relevant information to the deputy administrator; and recommends program improvements to resolve problems. Completes the intake process for juvenile probation cases from other states. Collaborates with the Texas Department of Public Safety legal staff regarding appropriate Texas penal code assignments for sex offenses, and collaborates with TJJD legal staff in the determination of whether or not adjudicating offenses meet the DNA collection criteria; ensures all documentation is in compliance with applicable laws and rules prior to initiating referrals to local juvenile probation departments and/or placement assignment. Collaborates with juvenile probation departments, other agencies, governmental officials, secure transportation entities, parents, guardians, and CPS staff, regarding security issues and placements; ensures completion of related forms within specified timelines. Coordinates activities designed to ensure that juvenile probationers under the ICJ program comply with the Sex Offender Registration (SOR) and DNA Collection Programs; facilitates the continuity of applicable treatment. Coordinates voluntary and non-voluntary returns of juvenile probationers to the home/demanding state, including the return to the sending state of youth whose placements in Texas have failed and the return of Texas youth back to Texas whose placements in other states have failed. Enters new ICJ probation cases on the ICJ tracking system (M204 ICJ Tracking System), including appropriate county assignment codes and Texas penal code assignments; updates records when new information is provided. Approves and facilitates probationer travel in and out of state; ensures that adequate reporting instructions and safeguards are in place; tracks the return to sending states; reports violations and other incidents. Serves as liaison to agency employees and contract staff, other government agencies and officials, and the general public to explain the ICJ program and provide training and technical assistance relating to program specifics and requirements. Assists in developing and/or updating training materials. Provides backup to the ICJ Assistant Deputy Administrator in extradition and parole duties. Performs a variety of related duties not listed, to be determined and assigned as needed. Performs all duties in compliance with agency safety policies and procedures: Reports safety hazards and corrects hazards when possible. Completes required documentation in the event of an accident/injury within requested time frames.
