POSITION OVERVIEW:The Office of Operations is seeking a State Board for Educator Certification (SBEC) Rules Manager. The SBEC Rules Manager will manage the administrative rulemaking program to adopt in rule public education policies of the SBEC. In coordination with teams in the Educator Preparation, Certification, and Enforcement Department, this role will develop, implement, monitor, and evaluate detailed processes and timelines; collaborate to provide solutions; and design and conduct comprehensive and needs-based training. This role also develops, implements, and monitors processes for the ongoing, four-year rule review process of SBEC rules. This role will report to the Director of Rulemaking and work closely with team members in the Rulemaking Unit in the Division of Agency Operations. ESSENTIAL FUNCTIONS:Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned. 1. Manages SBEC Rulemaking and Rule Review Processes: performs a critical role in supporting the adoption and rule review of SBEC rules by editing agenda items and rule text to improve readability, identifying potential conflicts in rule, and ensuring compliance with relevant statutes and regulations governing rulemaking; monitoring progress and recommending alternatives to achieve rulemaking goals; and advising agency staff on requirements of the Administrative Procedure Act (APA) and the Texas Register2. Builds and maintains strong relationships in support of SBEC rulemaking: professionally and respectfully engages with teams; consistently maintains customer service focus to identify and meet the unique needs of individual teams and leadership; anticipates issues and proactively works toward timely solutions; and provides, receives, and timely acts on constructive feedback3. Engages in and promotes positive team building and collaboration with team members to build a positive and inclusive team culture: interacts with team members in a positive and professional manner to identify, plan, and implement team priorities; assumes a leadership role when needed that promotes teamwork; communicates effectively; sets and meets deadlines; and provides, receives, and timely acts on constructive feedback4. Manages external communication on SBEC rulemaking to enhance public awareness: guides stakeholders through the rulemaking process; prepares and communicates timely information to email list subscribers; and designs and updates web pages with accurate and up-to-date information as rules progress through the SBEC rulemaking process5. Serves as agency iaison with Secretary of States Texas Register Office: oversees, manages, and prepares legal rule filings and open meeting notices for publication in the Texas Register; represents the agency in communications with Texas Register editors; consults with Texas Register editors to develop alternatives and implement solutions; and monitors publication of rule filings and other filings in the Texas Register Qualifications: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited four-year college or university Experience: At least four (4) years of experience in program planning, development, and implementation. Experience with administrative rulemaking at a state agency is preferred. OTHER QUALIFICATIONS: Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military. Experience creating, editing, and reviewing complex documents. Strong and meticulous attention to detail and extremely organized. Ability to prioritize, manage, and complete multiple projects simultaneously with tight deadlines, gather and analyze facts, and devise solutions to problems. Excellent and effective communication skills with ability to express ideas clearly verbally and in writing. A strong customer service mindset with a focus on supporting and collaborating with internal and external stakeholders. Ability to participate constructively in a team environment and maintain productive working relationships. A desire to self-reflect, give/receive feedback in a positive and proactive manner, and embody the spirit of continuous improvement. Effective and efficient use of technology, specifically Microsoft office suite, in preparing and editing documents. Knowledge of the Texas Administrative Code, including laws and procedures governing administrative rulemaking is preferred.
