The posted salary range budgeted for this position is between $8,084.16 and $12,500 monthly. New hires will be typically brought into the agency at a starting salary between the posted minimum and the average pay of employees in their same classification in the Office of Operations unless the average pay exceeds the midpoint for the state positions classification salary group. Offers will be commensurate with the candidates experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who far exceed the requirements and qualifications for the role. Position OverviewThe Texas Education Agency is responsible for the oversight of the primary and secondary education for over 5.4 million students who attend over 1,200 Texas public school districts. In carrying out this responsibility, TEA works closely with 20 Regional Education Service Centers (ESCs) to support the implementation of TEAs priority initiatives and other services across the state. TEA seeks a Senior Director of Education Service Center Strategy Support (Director IV). This position requires knowledge of TEA initiatives, strong project and performance management skills, a systems operations background, and a deep understanding of the education landscape in Texas. The Senior Director facilitates the development of relationships, collaboration, and effective communication between ESCs and TEA, identifying opportunities for alignment and improvement based on knowledge of TEA priorities, ESC operations, and relationships with ESC staff. The Senior Director collaboratively works with TEA and ESC staff to implement and continuously improve a performance management system that provides progress updates on ESC implementation of TEA strategic priorities. The Senior Director designs, manages, and continuously improves the divisions knowledge management strategy by developing and maintaining products such as an internal-facing ESC Strategy and Support playbook, dashboards, and annual planning documents. The Senior Director manages, grows, and recruits (talent management) for a small, dedicated team who support the day-to-day work of the ESC Strategy and Support division. The Senior Director of ESC Strategy and Support reports to the Associate Commissioner of Organizational Development and will work closely with the Commissioner of Education, Deputy Commissioner of Operations, and the 20 ESC Executive Directors and their leadership teams to provide high quality support for ESCs to execute against the states strategic priorities for education. The Senior Director of Education Service Center Strategy Support will work Monday through Friday in-person at our downtown Austin office. Facilitate Relationships and Effective Communication between TEA and ESCs:Proactively builds knowledge of each ESC and serves as a point of contact to connect TEA staff to support follow up; Manages regular communications with ESCs, monthly meetings, and special projects that require ESC participation; Provides support for the agencys cross-office functions, such as operations, governance, emergency management, and field-facing programs and initiatives.2. ESC Performance Management System: Implements and continuously improves a performance management system that is aligned across the delivery chain with performance management at TEA and at LEAs; Reviews TEA strategic initiatives with ESC connections in mind; Seeks opportunities to deepen strategic alignment and reinforce coherence and connections within the system; Supports capacity building of performance management approaches in the ESC as well as support to determine metrics and targets; Coordinates the annual performance management site visits to ESCs, data review, and actionable follow up. 3.Develop and Improve ESC-related Systems and Processes: Works collaboratively with the Organizational Development department to execute several high-priority projects; develops systems to effectively plan, problem-solve, change manage, and provide timely responses to inquiries from TEA leadership and ESCs; Supports rule-making requirements; addresses requests from government relations for information; and grant management activities with ESCs, including communication efforts related to active or forthcoming grant opportunities.4.Team Management and Supervision: Supports and develops direct reports to continuously improve their delivery of customer service, make data-driven process improvements, reflect on practices, and their individual performance by growing professionally; Ensures that all functions are coordinated and aligned to the agencys vision for the division, which includes leading the efficient execution and continuous improvement of operational processes and overseeing the division budget; Leverages cross office understanding and connections to direct cross-team project and performance management of the work and provides coaching to the team as they incorporate project management, performance management, and change management best practices in their work. Qualifications: Minimum Qualifications Education: Graduation from an accredited four-year college or university Required Licenses: Valid Drivers License Experience: At least five (5) years of experience in educational leadership, management, analysis and strategic planning, or related work. Substitutions: Education and experience may substitute for one another on a year-for-year basis.
