Job/Position DescriptionResearch Specialist V: Under the supervision of the Office of Data Analytics and Performance (DAP) Data Dissemination and Reporting Director, the Research Specialist (RS) V analyzes data related to key Health and Human Services (HHS) programs and prepares results for dissemination to appropriate entities. Performs advanced (senior- level) research. Initiates, plans, coordinates, and participates in research and special projects related to HHS issues. Evaluates cost trend analyses of HHS benefits as well as analyzes trends related to the changing utilization of client services with an emphasis on data quality. Collaborates with, and receives feedback from other DAP teams, Information Resources Management, Financial Services, Medicaid/CHIP Operations Oversight, Policy Development, Managed Care Operations and others with ongoing projects. Conducts research in support of HHS data and policy development. Delivers a variety of reports and other deliverables containing analyses of HHS data, and other relevant data to HHS administration and policy analysts to enhance understanding of HHS agenciesand#146; programs and issues. Develops and implements procedures to improve the quality of HHS data; assesses validity of statistical methods and/or procedures for appropriate application; applies advanced statistical methods to HHS-related data. Writes advanced scripts and code for computer-based statistical applications. Works under minimal direction with extensive latitude for the use of initiative and independent judgment.Essential Job Functions(40%) The RS V supports ongoing projects and conducts studies using available information in support of HHS policy development. Works with various teams within DAP to initiate, plan, coordinate, and participate in research and special projects. Queries and/or manipulates data related to relevant HHS topics and applies standard statistical procedures for data analyses using statistical software and HHS data. Designs and writes reports that may include appropriate professional quality graphics, tables, and charts using presentation graphics software. Analyses are used to support agency wide policy initiatives and proposals. Responsibilities include collaborating on team-based research and special projects.(40%) Performs analyses to identify and explore issues related to data quality using large and complex databases, including, but not limited to, Medicaid, Health Texas Women, Family Planning Program, and related HHS data sources. Writes reports detailing suggestions for improving the quality of HHS data. Responsible for promoting data quality awareness. Position requires interaction with office and department staff as well as staff of other agencies and organizations. Uses computer programming, data processing, statistical software, the Internet, and graphics applications to perform these tasks.(15%) Locates data from existing sources and compiles results for distribution.
