The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum of the salary range is reserved for candidates that far exceed the required and preferred qualifications for the role. POSITION OVERVIEW:The Office of Governance strives to proactively support school systems, keep students safe, and uphold Texas education law with integrity, objectivity, and excellence. We engage with local education agencies (LEAs) to promote best practices through two core workstreams: Field Support and Compliance Investigations. By fostering collaboration across the agency and engaging directly in the field, we advance our vision of creating a safe school environment and excellent education for every Texas public school student. The Strategy, Support, and Inquiries Unit in the Compliance and Inquiries Division plays an important role in ensuring the safety of our children by upholding the highest standards for Texas public schools and fostering trust and confidence between school systems and the students, parents, educators, and community members they serve. The Public Information Request (PIR) Program Specialist is key in the coordination of Texas Public Information Act (PIA) requests related to investigations into alleged educator misconduct. This specialist manages all aspects of record preparation including the identification, collection, redaction, and scanning of records and data in response to Public Information Requests (PIRs). The position requires the individual to provide expert consultation and technical support to the Educator Investigation Division to ensure proper records retention and management. Additionally, this role may involve training, leading, assigning, or prioritizing tasks for others as needed. This individual reports to the Strategies, Support, and Inquiries Manager in the Compliance and Inquiries Division and will work under minimal supervision, with considerable latitude for initiative and independent judgment. ESSENTIAL FUNCTIONS:Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned. 1. Public nformation Requests (PIRs): ensure all educator-focused PIR requests and grand-jury subpoenas (to the agency) are appropriately assigned and fulfilled in accordance with law and agency timelines; protect all confidential information, including redaction of documents; serve as primary PIR coordinator for educator-focused PIRs and subpoenas; gather records and perform data queries; train necessary staff in the PIR response process2. Electronic Records Management and Retention: provide regular consultation to all Educator Investigations units to ensure records are kept according to retention schedules; assist with maintaining division retention plans and periodically retrieve archival records offsite; scan documents for the electronic records initiative; pick up, scan, and distribute mail 3. Risk Assessment and Analysis: identify/mitigate risks that could potentially arise from PIRs and assess the impact of those risk factors; identify and apply previous determinations from the Office of the Attorney General; establish protocols for redacting sensitive information; provide staff training4. Quality Assurance and Program Effectiveness: ensure all work products such as correspondence, internal memorandums, and other documentation related to the PIRs are of high quality, both in content and presentation; ensure information is accurately processed and in accordance with FERPA and other applicable laws and rules; ensure all communications written or verbal meet professional standards and are responsible to stakeholders needs; monitor, evaluate and report the accuracy of PIR performance through performance data5. Process Improvement and Optimization: coordinate and collaborate with the unit manager to develop and refine performance metrics, policies, and procedures; identify ways to implement feedback; identify and make recommendations for improvements and strategies; enhance the overall impact and efficiency of the program Qualifications: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited four-year college or university Experience: At least four [4] years of experience in providing records management services for a business unit or department. Substitutions: Education and experience may substitute for one another on a year-for-year basis. OTHER QUALIFICATIONS: Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military. Working knowledge of state and federal laws and regulations pertaining to licensure and confidentiality, including the Texas Government Code, Texas Education Code, Texas Administrative Code, FERPA, and the Public Information Act. Desire to self-reflect, give/receive feedback, and continuously improve. Willingness to work as a contributing team member and foster positive and effective working relationships with various individuals (including executive leadership) and groups, internal and external to TEA. Proven ability to critically reflect on performance, determine the cause of issues, and find solutions that improve work product and efficiency. Strong communication skills, both oral and written. This includes the ability to draft informative, persuasive, and grammatically correct memos and the ability to listen, speak effectively, and actively utilize interpersonal skills. Experience using a variety of software applications to perform work and develop technical solutions, including but not limited to enterprise record management systems, database querying software, customized applications and databases, case management systems, Office 365, Adobe Acrobat, and internet browsers.
