GENERAL DESCRIPTION Within the Procurement and Contract Operations Division, the Project Manager III performs complex project management work specializing in state procurement and contracting processes. Work involves coordinating the planning and initiation of solicitation projects at various levels of completion; monitoring the progress and schedule of solicitation projects; and communicating with both internal and external stakeholders, management, and other relevant parties. Work may often provide strategic direction and oversight on highly complex procurement work, including performing some of the most complex solicitations and negotiations as well as performing and overseeing some of the most high-impact purchases; in addition, they may facilitate the development and continuous improvement of departmental systems. May plan, assign, and/or supervise the work of others. ESSENTIAL POSITION FUNCTIONS Manages solicitation projects, leading the development of sourcing strategies, assessments, alternatives research and analysis, cost-benefit analyses, feasibility studies, and coordinating vendor input (e.g., Requests for Information, demos, and presentations.) Manages procurement projects requiring managing a project team through the procurement process, eliciting requirements, determining pricing structure, communicating with team, stakeholders, and sponsors, and managing project issues and action items. Produces contract deliverables in coordination with legal, contracting, procurement, and business divisions, as appropriate Assists the AL Purchasing Team in processing PRs and dispatching POs as assigned by the AL Manager or Team Lead. Performs related work as assigned Maintains relevant knowledge necessary to perform essential job functions Attends work regularly in compliance with agreed-upon work schedule Ensures security and confidentiality of sensitive and/or protected information Complies with all agency policies and procedures, including those pertaining to ethics and integrity Qualifications: MINIMUM QUALIFICATIONS Education: Graduation from high school or equivalent Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: Knowledge of state procurement and contract management requirements, regulations, and best practices; negotiating contracts; developing contracts; business administration and accounting principles and practices; and policies and procedures of contract management. Certifications: Certified Texas Contract Developer (CTCD) Certification and Certified Texas Contract Manager (CTCM) Experience: Eight years of full-time experience working in the following (or closely related) fields: Procurement, Contract Management, business analysis, project oversight and administration Skill in independently completing highly complex procurement projects within designated time frames Skill in leading large teams to a desired outcome Skill in technical writing Skill in establishing nd maintaining effective working relationships with staff members Skill in planning and managing multiple projects Skill in independently completing projects under tight deadlines Skill in handling multiple tasks, prioritizing, and meeting deadlines Skill in effective oral and written communication Skill in exercising sound judgment and effective decision making Ability to receive and respond positively to constructive feedback Ability to work cooperatively with others in a professional office environment Ability to provide excellent customer service Ability to arrange for personal transportation for business-related travel Ability to work more than 40 hours as needed and in compliance with the FLSA Ability to lift and relocate 30 lbs.
