CSD Region 0 is composed of a variety of statewide specialized offices, including Case Initiation Services (CIS), Special Collections Unit (SCU), Field Services, and Interstate Central Registry (ICR). Under the supervision of the Region 0 Regional Director, the Special Litigator performs all necessary legal work for the Office of Attorney General (OAG), Child Support Division (CSD), and Region 0. Work involves research, trial litigation and consultation, subpoena review and response, motion drafting, and oral argument before state and federal courts; drafts memorandum for division leadership, performs complex legal research, and provides legal advice and counsel on pending legal issues. Represents the State of Texas in litigation for the Child Support Division (CSD)Provides legal advice, counsel, and assistance to CSD management and legal teams on family law matters and issues related to child support litigation, including but not limited to CSD Special ServicesPrepares and responds to discovery requests and pleadingsProvides oversight and resolution of all special collection assigned remedies, including property and insurance lien collections, Financial Institution Data Match (FIDM) related actions, cases involving issues of probate, trusts and wills; and other specialized enforcement remediesResearches and analyzes routine to highly complex factual and legal issues and prepares trial briefs and memoranda on routine to complex cases and issues; and assists field office staff in litigating complex cases in courtMaintains tracking and provides routine updates on all assigned cases and legal issues assigned to the regionWorks on special projects and participates in various workgroups / conference / meetings as assigned, including developing and delivering presentations on IV-D legal or practice issuesDevelops and delivers continuing legal education for CSD legal teams as neededAssists the region with specialized enforcement remedies, including monitoring of statewide administrative license suspension cases and represents CSD in administrative hearings as neededProvides other assistance to statewide field legal teams as neededDevelops and delivers legal training and presentations to CSD staff on assigned legal topicsReviews legislation and provides analysis to CSD managementPerforms related work as assignedMaintains relevant knowledge necessary to perform essential job functionsAttends work regularly in compliance with agreed-upon work scheduleEnsures security and confidentiality of sensitive and/or protected informationComplies with all agency policies and procedures, including those pertaining to ethics and integrity Qualifications: Education: Graduation from an accredited law school with a Juris Doctor (J.D.) degreeExperience: Four years of full-time experience working in the following (or closely related) fields: Full-time legal experience as a li ensed attorney, two of which must have been in Family LawLicensed as an attorney by the State of TexasMust be in good standing with the State Bar of Texas and eligible to practice law in Texas by start dateKnowledge of Family Law and the Texas Family CodeSkill in serving as a trial lawyer, preparing sound opinions, conducting investigations, and performing legal researchSkill in using a personal computer for word-processing and data entry/retrievalSkill in handling multiple tasks, prioritizing, and meeting deadlinesSkill in effective oral and written communicationSkill in exercising sound judgment and effective decision makingSkill in serving as a trial lawyer, preparing sound opinions, conducting investigations, and performing legal researchSkill in using a personal computer for word processing and data entry/retrievalSkill in handling multiple tasks, prioritizing, and meeting deadlinesSkill in effective oral and written communicationSkill in exercising sound judgment and effective decision makingAbility to receive and respond positively to constructive feedbackAbility to work cooperatively with others in a professional office environmentAbility to provide excellent customer serviceAbility to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)Ability to arrange for personal transportation for business-related travelAbility to work more than 40 hours as needed and in compliance with the FLSAAbility to lift and relocate 30 lbs.Ability to travel (including overnight travel) up to 25% PREFERRED QUALIFICATIONSExperience: Family law litigation experienceExperience: Criminal procedure and negotiation with state and federal law enforcement agenciesExperience: Lead counsel, assistant counsel, or staff attorney in criminal or civil litigationExperience: Responding to discoveryExperience: Defending state agencies in civil litigationExperience: Responding to and resolving atypical litigationExperience: Texas Child Support Program or other Title IV-D program experienceExperience: Law Review and/or judicial clerkshipExperience: Independent case management and high-volume legal practiceSkills: Interpersonal Communication To apply for a job with the OAG, electronic applications can be submitted through CAPPS Recruit.
