GENERAL DESCRIPTIONPerforms advanced contract management work for the Office of the Attorney General (OAG) Child Support Division (CSD) Payment Operations section. Work involves performing complex consultative and technical work including implementation of major agency contract(s) and developing and implementing program goals and objectives. Serves as the Contract Lead over one or more major Payment Operations contract(s). Monitor contract(s) to ensure vendor and agency compliance with contract terms. Trains, leads, assigns and/or prioritizes the work of others. ESSENTIAL POSITION FUNCTIONSAssists with examining fiscal data, invoices, and contract budgets; assists with preparing and approving monitoring reports; makes suggestions for remedy assessment and deliverable acceptanceParticipates in planning, development, and evaluation of procurement documents; contract implementation, contract amendments, and contract closeoutOversees the coordination and facilitation of correspondence and action items to facilitate timely resolution of issues, and collaborates with service providers and staff on quality assurance reviews, performance measures and remedy assessmentsDocuments business processes; provides guidance to staff in the development and integration of new procedures and methodsDevelops training curriculum and conduct formal training sessions; reports on the status and progress of work to managementPerforms related work as assignedMaintains relevant knowledge necessary to perform essential job functionsAttends work regularly in compliance with agreed-upon work scheduleEnsures security and confidentiality of sensitive and/or protected informationComplies with all agency policies and procedures, including those pertaining to ethics and integrity Qualifications: MINIMUM QUALIFICATIONSEducation: Graduation from high school or equivalentEducation: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: accounting, auditing, business administration/analysis, contract administration/management, financial analysis, project management, quality assurance, or state governmentExperience: Eight years of full-time experience working in the following (or closely related) fields: accounting, auditing, business administration/analysis, contract administration/management, financial analysis, project management, quality assurance, or state governmentKnowledgeable of state government purchasing, accounting, procurement and/or contract management processesConsiderable skill in negotiating contract renewals, amendments, and changesStrong analytical and data management skills including the in use of spreadsheets, databasesSkill in creating documents and reports that incorporate illustrations, graphs, and charts using Microsoft Office products.Skill in completing complex projects within designated time framesSkill in gathering and analyzing facts, solving problems, drafting reports, and developing corrective action plansSkill in handling multiple tasks, prioritizing, and meeting deadlinesSkill in effective oral and written communicationSkill in exercising sound judgment and effective decision makingAbility to receive and respond positively to constructive feedbackAbility to work cooperatively with others in a professional office environmentAbility to provide excellent customer serviceAbility to work i person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)Ability to arrange for personal transportation for business-related travelAbility to work more than 40 hours as needed and in compliance with the FLSAAbility to lift and relocate 30 lbs.Ability to travel (including overnight travel) up to 10% PREFERRED QUALIFICATIONSExperience in a leadership roleExperience with child support processesCertified Texas Contract Manager (CTCM) Certification TO APPLY To apply for a job with the OAG, electronic applications can be submitted through CAPPS Recruit.
