Job/Position DescriptionManager IIIUnder the general supervision of the Assesment, Compliance, and Epidemiology (ACE) Unit Director, performs complex (journey-level) managerial work administering the daily operations and activities of the Quality Assurance Improvement (QAI) Group. Work involves establishing goals and objectives; developing guidelines, procedures and policies; developing schedules, priorities and standards to achieve established goals; coordinating and evaluating activities; and monitoring and evaluating group budget expenditures. Supervises the work of others. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business, and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management and Procedures and standards developed by the Texas Department of Public Safety. Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. (40%) Manages the day-to-day activities of staff in the QAI group. Establishes goals and objectives for the group and develops and approves schedules, priorities and standards. Writes or updates policies and procedures for the QAI Group. Communicates with customers verbally and in writing regarding Immunization Quality Improvement for Providers (IQIP) notifications and updates. Provides updates on QAI program to senior management. Review immunization vaccine coverage assessment rates received from the epidemiology team within the Unit. Responsible for ensuring program manuals are written, edited and updated program manuals. Distributes and monitors the work of staff members in the QAI group and develops and implements the team's performance and conducts performance evaluations. Approves time and attendance of QAI staff members. Review and approve travel of all QAI team members. Reviews analyzed data for content. Communicates with customers verbally and in writing. Reviews and approves the development of site visit protocols for QAI. Prepares management and productivity reports and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness. Identifies areas of needed change and makes recommendations to improve operations. Confer with executive management to develop strategic plans and long- and short-term goals for the group. (35%) Monitors personnel access to CDC's IQIP program, adding new staff, and removing staff who leave employment. Interface and collaborate with staff from Immunization Information System (IIS) Unit and the groups within the ACE Unit. Attends IQIP workgroup meetings. Attends meetings with internal and external stakeholders. Reviews and approves information submitted by staff for newsletter articles that is applicable to responsible entity staff or staff at enrolled TVFC sites. Prepares and delivers presentations on QAI at conferences for internal or external customers. Develops and implements techniques for evaluating program activities. Performs QA activities to improve program and works with program staff to identify and resolve technical and procedural problems.(20%) Approves selection of sites for review using information on previous site visits and IQIP visits conducted. Conducts phone calls with CDC and attends CDC training on IQIP.
