Contract Specialist IISalary Grade: B18 - $45,521 - $71,055Performs complex contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and monitoring contracts, purchase orders, and corresponding invoices, payments and receipts. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Contract Specialist IIISalary Grade: B20 - $51,158 - $81,351Performs highly complex contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and monitoring contracts, purchase orders, and corresponding invoice, payments and receipts. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Essential Duties:Contract Specialist IIDevelops, writes, revises, or prepares contracts, purchase orders, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports.Provides technical and administrative support to include reviewing, processing, answering questions, providing assistance and handling complaints and resolution of discrepancies and problems regarding contracts/purchase orders, billing, payment and warrant actions.Reviews, interprets and clarifies statutes, regulations, standard policies and procedures to ensure compliance with Department and governmental regulations.Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures; receives invoices and payment data into the departmentandrsquo;s PeopleSoft system and tracks financial and encumbrance data utilizing Excel spreadsheets.Conducts audits, researches and identifies problems with proposals, contracts or contractors and proposes solutions.Ensures contracts are payable and meet all legal requirements.Issues purchase order releases for work orders, goods and services.Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts including procurement documents and revisions; prepares routine and unique written correspondence and reports.Meets with project managers to identify objectives, needs and issues concerning project contracts and new/renewed purchase orders for goods and services.Monitors, updates and reconciles accounts and contracts.Serves as the divisionandrsquo;s Asset Management Coordinator, which includes conducting annual physical inventory, verifying inventory findings, reconciling and maintaining accurate inventory records, and entering adjustments in PeopleSoft as needed. This may require driving a personal or state vehicle to other Traffic Safety Division facilities.Performs other job responsibilities as assigned.Contract Specialist IIIAll of the above and:Analyzes, interprets legislation and coordinates the development of policies and procedures to ensure compliance with Department and governmental regulations.Assists in researching and making recommendations concerning contract administration systems.Assists with recommending policy and/or procedure changes and solutions.Researches state and federal statutes and opinions, Department policies and procedures, and previous contracts.
