BACKGROUND

:

CSEC is a grant funding, administrative Texas state agency that is the state's authority on emergency communications. CSEC is authorized to have 26 full-time equivalents. CSEC is located on the Capitol Mall in the new George H. W. Bush State Office Building across from the Texas State History Museum. CSEC administers the state 9-1-1 service program and the statewide poison control program and is also administering a multi-year statewide federal grant program to transition Texas to providing Next Generation 9-1-1 Service by a target date of September 1, 2025. For 9-1-1, the Commission provides grants to 20 Regional Planning Commission (RPC) grantee stakeholders to provide 9-1-1 service in mostly rural areas of Texas. For poison control, Commission provides grants to six Regional Poison Control Center (RPCC) grantee stakeholders to provide poison control services to the public and health care professionals. CSEC's Board is comprised of nine voting Commissioners appointed by the Governor (five members), the Lieutenant Governor (two), and the Speaker of the House of Representatives (two); plus, three non-voting ex officio Commissioners identified in statute.

HIGH-LEVEL JOB DESCRIPTION:

Reporting to the Director of Information Technology, the Network Specialist performs highly complex (senior-level) network systems work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Duties include the design and maintenance of the Texas Poison Control Network, coordinating and managing vendors that support this network, monitoring network security, including being responsible for registering users and installing firewalls. The Network Specialist will also monitor the operational network environment, will analyze existing network and system procedures for efficiency and effectiveness and will direct, and or take corrective measures to ensure efficient performance. This position will also assist with Commission on State Emergency Communication (CSEC)'s internal network, but primary job responsibilities will be focused on the Texas Poison Control Network.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES/DUTIES/EXAMPLES OF WORK PERFORMED:

Responsible for the design, implementation, and maintenance of the Texas Poison Control Network.

Through coordination with CSEC's vendors, provide guidance and recommend changes to the Texas Poison Control Network environment.

Serves as the primary point of contact for all 3

rd party vendors that provide services, hardware, and software that comprise the Texas Poison Control Network. Working with these vendors to analyze, troubleshoo , and resolve system hardware, software, and networking issues; provide regularly scheduled and ad hoc status reports to management.

Work with agency contract and procurement staff to ensure vendors are meeting contract requirements.
