Job/Position DescriptionThis position manages the RLHO Information Systems (RIS) Group, which includes the Texas Syndromic Surveillance (TxS2), myInsight (a case management and investigation system with an electronic health record component), and Qualtrics. The RIS group is responsible for project management and execution, contract management, grant and budget management, ensuring information security, Health Insurance Portability and Accountability Act (HIPAA), and Institutional Review Board (IRB) compliance for data requests, and close coordination with the HHS IT Public Health Application IT teams and the RLHO Analytics group for these systems. The RIS group is part of the Analytics and Information Management (AIM) team within the Regional and Local Health Operations (RLHO) Division. Our mission is to analyze and transform public health information into insights that empower RLHO stakeholders to make data-driven decisions and improve outcomes. Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.The RIS Group Manager is responsible for:and#149; Managing, planning, assigning, prioritizing, and supervising the work of program staff in the RIS group.and#149; Developing and implementing high-level program plans and the daily programmatic operations of the following complex statewide IT platforms: myInsight, Qualtrics, and TxS2.and#149; Overseeing grant documentation and budgets related to the myInsight system, Qualtrics, and TxS2. Overseeing implementation schedules and ensuring program milestones and grant deliverables are completed timely and accurately.and#149; Coordinating projects and workgroups that involve multiple teams within the division.Registrations, Licensure Requirements or CertificationsN/AKnowledge Skills Abilitiesand#149; Knowledge of cloud-based services infrastructure, platforms, and information technology management.and#149; Knowledge of state and federal laws and regulations concerning health data and information.and#149; Leadership skills including conflict resolution and team development.and#149; Skill in managing and overseeing contracts with technology vendors and grants.and#149; Skill organizing and prioritizing workload and meeting deadlines for simultaneous tasks.and#149; Ability to take initiative in planning, implementing, and coordinating and evaluating activities.Initial Screening CriteriaApplicants must clearly state on their State of Texas Application how they meet each of the required criteria listed below.Required Minimum Qualifications:and#149; Graduation from an accredited four-year college or university.and#149; At least 5 years of experience in a position responsible for hiring, firing, administering performance evaluations, time and leave management, etc. of staff who reported directly to you.and#149; At least 3 years of experience coordinating large grant funded projects including developing statements of work, budgets, and deliverables.Additional Preferred Qualificationsand#149; Masterand#146;s degree.and#149; Experience working at a state or federal agency.and#149; Experience overseeing information technology systems and/or database administration.Additional InformationApplicants who meet initial screening criteria will be required to take a skills test.
