Job/Position DescriptionFinancial Analyst IV1.The Financial Analyst IV reports to the Senior Financial Advisor for Procurements within the Procurement and Contracting Services Division, and performs highly advanced (senior-level) financial analysis work related to various Health and Human Services Commission (HHSC) projects, including financial and budgetary projections for various projects and procurements. 2.The Financial Analyst formulates, develops, analyzes, and evaluates financial business plans and financial models: oversees the preparation of financial reports; responds to inquiries and recommends appropriate action to resolve financial, procurement and regulatory problems. 3.Work involves developing and administering financial processes and financial systems related to various types of projects and procurements; overseeing the compilation, review, analysis, and evaluation of financial data to project anticipated costs related to policy changes, legislative changes, and modifications to services and deliverables related to HHSC projects and/or procurements. 4.Work also involves coordinating the planning, development and implementation of various budget and forecasting models related to projected costs for various HHSC projects and/or procurements; recommending appropriate action related to projected costs and/or procurement forecasting models with HHSC Fiscal budgetary staff; and assists with financial and price negotiation on major procurements. 5.May plan, assign, and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.Essential Job Functions1.Formulates and administers financial models, processes and systems related to various HHSC projects and procurements that comply with federal and state laws, regulations, and policies and procedures. Develops financial policies and provisions for major HHS procurements and contracts considering existing or enacted state and federal laws, guidelines, rules and regulations. Develops and implements effective techniques for forecasting future state costs related to various HHSC projects. Oversees the development and implementation of effective techniques for evaluating programs and various high-profile procurements; such techniques are, but not limited to, financial evaluation tools, financial solvency tools and financial requirements. [40%]2.Coordinates the inspections and reviews of financial information related to various procurements to determine compliance with state and federal policies, regulations and HHSC procurement provisions. Oversees the preparation of administrative reports, studies, and specialized financial analysis. Oversees the completion of financial reports and recommends appropriate changes. Oversees the development of financial requirements for Audits of thirds party Vendors and coordinates the final negotiated recoupments and/or payments. Assists with and may lead financial negotiations, including negotiating financial elements of various types of procurements. Negotiates final contract pricing and develops complex financial payment terms and related financial provisions as well as financial settlement agreements. [35%]3.Provides guidance to staff in the development and integration of new cost accounting methods and procedures. Provides sound advice to programs executive management and other key staff on all aspects of procurement and contract financial terms and conditions.
