Oversee/direct or conduct major studies regarding system usage, make recommendations for improvements, and determine infrastructure systems requirements. Direct or prepare Visio diagrams, logic flowcharts, decision tables, narrative description, and similar materials to support infrastructure enhancements. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Direct the planning, design, development, implementation, support, and maintenance of information technology security measures to safeguard departmental information. 2. Oversee and/or participate in the development and execution of enterprise level strategies and technical direction, including establishing processes and procedures for executing and maintaining road maps. 3. Oversee studies and the preparation of reports that include study findings, recommendations, and instructions for proposed system implementations; formulate logical descriptions of problems; and devise and implement optimum solutions. 4. Oversee projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages. 5. Oversee the preparation of charts, diagrams, and tables that depict the present and proposed systems in terms of costs, benefits derived, and tasks accomplished.6. Oversee the planning and scheduling of studies and systems implementation and the preparation of information technology planning and justification. 7. Oversee the identification of system requirements, the development of function design specifications to meet requirements and solutions to complex operational problems. 8. Oversee and/or conduct the training of staff prior to the implementation of technical and/or computer systems and offer advice and guidance during implementation process. 9. Oversee and/or conduct tests and diagnoses systems to ensure critical requirements are met. 10. Develop agency computer operations and management information system plans and budget. 11. Assist with developing and implementing strategic planning actions and policy decisions related to the agency's systems. 12. Evaluate network technologies for potential acquisition and direct the evaluation of various hardware and software resources to identify strengths, weaknesses, and potential benefits to the agency. 13. Determine operational, technical, and support requirements for the location, installation, operation, main enance of agency infrastructure systems and supporting technologies. 14. Produce technically excellent solutions architecture that is aligned to industry best practices and business needs and direction. Evaluate emerging technologies against business and IT strategic needs. 15. Provide technical direction and frameworks to meet business needs; expert consultation advice and recommendations specific to customer requirements for major infrastructure initiatives and incidents. Update standards and guidelines and write technical and business documentation. 16. May attend and facilitate meetings. 17. May plan, assign, and/or supervise the work of others within the Infrastructure Architect team. 18. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. 19. Perform other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education Graduation from an accredited four-year college or university with a major in Computer Science, Computer Information Systems, and Management Information Systems or a related field is preferred. Experience Minimum of seven (7) years experience in the design and implementation of Infrastructure architecture system including local-area and wide-area networks. Microsoft Certified Systems Engineer (MCSE)with AD design and Unix/Linux experience is a plus. Substitution Note: Related education may be substituted for required experience on a year-for-year basis. Licensure and/or Certification Cisco Certified Design Professional (CCDP), Cisco Certified Network Professional (CCNP) or Cisco Certified Internetwork Expert (CCIE) Certification, Microsoft Certified Systems Engineer (MCSE) preferred but not required. . Must possess a valid driver license from state of residence. Regulatory Knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Supervisory/Managerial/Leadership Skills Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals. Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Research and Comprehension Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner. Analytical Reasoning/Attention to Detail Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
