Work involves providing customer support for agency information systems and operating automated office equipment in a stand-alone, network, or mainframe environment. May assign and/or supervise the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment. The following Military Occupational Specialty codes are generally applicable to this position. https://hr.sao.texas.gov/Compensation/MilitaryCrosswalk/MOSC_InformationTechnology.pdf Applicants must fully complete the summary of experience to determine if minimum qualifications are met ESSENTIAL DUTIES / RESPONSIBILITIES: Conduct user acceptance testing to ensure that all system changes are tested, defects are identified and resolved or workaround steps identified. Provide technical assistance and support for troubleshooting applications and hardware problems. Assist with gathering requirements, analyzing and evaluating information, and making recommendations for new or existing software/hardware as part of the implementation of a new program or project. Develop new or modify existing procedures, tools, and techniques for users, and review processes to determine compliance with certification requirements, laws, regulations, policies, and procedures. Assist with defining goals of the software and hardware, and create or revise business cases, charts and diagrams for the logical and operational steps of programs or procedure. Write test scripts based on program or system requirements. Collaborate with program staff in determining trends and resolving technical problems. Assist the review of program area operations to identify areas in need of change and assist with the development of plans to improve or address areas of concerns. Review and evaluate information on service delivery system methods, outputs, and activities to identify gaps in resources and recommend improvements. Assist in analyzing legislation to develop recommendations for policy in programmatic areas relating to the implementation improvement and/or expansion or contradiction of program funding. May determine operational, technical and support requirements for the location, installation, operation and maintenance of office equipment and computer data systems. May assign, train and/or supervise the work of others. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies. Perform other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education - Graduation from an accredited two-year college or university with major course work in comput r science, computer information systems, management information systems, or a related field. Experience - Minimum of two (2) years progressively responsible work experience in information technology, software, application, program or system testing is generally preferred. Substitution Note: Additional work experience of the type described may substitute for the education requirement with one (1) year equal to thirty (30) semester hours. Licensure and/or Certification- If driving is required must possess a valid driver license from state of residence. Regulatory Knowledge - Must possess a working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies and procedures. Supervisory/Managerial/Leadership Skills - Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals. Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must be able to self-audit own work, ensuring accuracy and completeness; must demonstrate an ownership of work product and duties, and an ability to accept direction and constructive review in a positive manner. Organizational and Prioritization Skills - Must demonstrate an ability to prioritize in a multi-demand and constantly changing environment, able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. Must possess a keen awareness and commitment to providing excellent customer service, demonstrate a positive approach to providing assistance and striving for optimal outcomes, and possess the ability to actively listen without adversarial argument, debate, or unnecessarily frequent interruption. Analytical Reasoning/Attention to Detail - Must know limitations and capabilities of computer systems, of the techniques used in the design of non-automated systems, of information technology equipment, of applicable programming languages, of computer hardware and software, of computer operating systems, of writing program code, and of automated mapping. Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Technology (Computers/Hardware/Software/Operating Systems) - Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information
