Position Overview: The Director of Educator Preparation Continuous Improvement will play a transformative role in enhancing educator effectiveness in Texas. This role is responsible for the strategic and operational development and execution of high-profile, high priority workstreams aimed at improving educator preparation quality. The director leverages their deep knowledge of best practices in educator preparation, change management, and strong project and talent management skills to develop strategic and innovative approaches for enhancing the quality of Texass 120+ educator preparation programs. They use both policy and support strategies to drive continuous improvement. The director leads and oversees priority workstreams within the Educator Preparation Upgrades strategic initiative. This includes developing the statewide Effective Preparation Framework, redesigning EPP rules and continuing approval processes, and managing the states Educator Preparation Improvement and Innovation Center. Additionally, the director collaborates with senior leaders within the Office of Educator Support and across the agency to ensure alignment and integration with other strategic initiatives, including statewide frameworks and approaches to continuous improvement. The director performs advanced managerial work with limited supervision. They are responsible for communicating and interacting with state policy leaders, including the State Board for Educator Certification and the State Board of Education, as well as influential external policy leaders and philanthropic organizations. The director leads a team and reports to the Director of Quality Preparation. Flexible work location within the state of Texas may be considered for qualified candidates. EPP Policy and Continuing Approval Review Process Redesign: Improve the alignment of EPP policies and best practices and cultivate an EPP continuous improvement ecosystem through the redesign of the SBECs EPP rules and continuing approval processes. This includes (1) leading a team of internal and external stakeholders, alongside a technical assistance provider, to rewrite the SBECs Ch. 227 and 228 rules in alignment with EPF best practices, (2) lead the strategy and implementation of the continuing approval review redesign, including management of the technical assistance vendor and the design, piloting, and implementation of the review processes, and (3) leading and facilitating the policy discussions and stakeholder engagement with the SBEC to build investment in the rule rewrite and updated continuing approval review.2. Effective Preparation Framework (EPF) Implementation: Build a shared vision for high-quality education preparation through the operationalization of the statewide Effective Preparation Framework. This includes (1) the ongoing refinement of the EPF content in collaboration with internal and external stakeholders (2) development of a systematic process to recognize strong, EPF aligned practices through program commendations and (3) the sourcing, vetting, and development of trainings, exemplars and other resources including an EPF website to build shared understanding of the framework.3. EPP Capacity Building and EPIIC Management: Support all Texas EPPs in accessing high-quality capacity building and technical assistance supports through the management and oversight of the states Educator Preparation Improvement and Innovation Center. This includes (1) development of and ongoing management of vetted EPF aligned technical assistance providers, including the development of the application, selection of providers, and oversight of vendor quality, (2) developing a data-informed strategy to prioritize procurement and offering of training opportunities for EPPs, (3) oversee all other EPIIC support initiatives, including web design, event management, and ongoing budget management.4. Change Management and Stakeholder Engagement: Build statewide investment in the states vision for high-quality teacher preparation through intentional planning for short and long-term change management, strong relationship building and ongoing collaboration with key internal and external stakeholders, and consistent, clear communication with the field. This includes responses to EPP, LEA, teacher candidate, and stakeholder concerns, as well as State Board for Educator Certification, State Board of Education, and legislative requests.5. Team Management and Development: Manages and supports a team to establish and implement a vision for continuous improvement and effective educator preparation. Qualifications: Minimum Qualifications Education: Graduation from an accredited four-year college or university Degree field(s): Education, organizational leadership, or aligned fields Experience: At least five (5) years of experience in experience in education, preferably with direct experience preparing, mentoring, developing, or coaching teachers for certification and/or improved practice with measurable results Substitutions: An advanced degree may substitute for two years of required experience Other Qualifications Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military Experience applying and developing others in the best practices of effective teaching and learning Knowledge of best practices in educator preparation, support, and development Demonstrated record of effective project management skills and attention to detail, including establ
