Working Title: Director of Strategic SupportState Classification: Director V VI Class No. / Sal Grp: U1624 - U1625 / EE00Monthly Salary: Director V - $14,041.00 Director VI - $15,000.00 (Salary/Classification Contingent on Experience)Location: Austin, Texas FLSA Status: ExemptOvernight Travel: Minimal Travel up to 15% Mission:The mission of the Texas Department of Banking is to ensure Texas has a safe, sound, and competitive financial services system. General Description:Performs advanced managerial work related to the development of policies and procedures and agency publications, oversees training activities and distribution and maintenance of reference materials and resources in support of examination activity. Oversees and supervises financial analysis of the banking system and consumer complaint activities on state banks and trust companies. Oversees the agencys imaging; retention; publications; and financial literacy efforts. Performs highly responsible managerial and supervisory duties directing divisional staff. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Job Duties: Develops, with other Departmental staff, policies and procedures to assure applicability, effectiveness, and consistency with Departmental goals and objectives. Makes recommendations for revisions in existing policies and procedures. Distributes and maintains policies and procedures. Responsible for performing and overseeing communications for the agency, including press releases, industry notices, and other forms of communications in written format. Reviews laws, regulations, policies, and examination procedures of federal or other regulatory authorities which may affect institutions regulated by the Department. Makes recommendations for adoption or issuance of corresponding statements of position and assures timely communication of significant matters to appropriate agency personnel and to the affected industries. Oversees the development and maintenance of a centralized, comprehensive source of examination-related policies, procedures and industry guidance and related distribution of reference materials for personnel. Provides input on communications for distribution. Oversees maintenance of the Department's official memorandum system. Periodically reviews and updates memos outstanding as appropriate. Maintains source material and records regarding timing and scope of distributions of memorandum. Oversees coordination of training for the Department. Participates in the development of an annual, agencywide training plan. May act as an observer/panelist for the various phases of the commissioning process. Oversees and provides guidance to the Financial Analyst in preparation of periodic industry analyses and reports. Ensures accurate and timely research and distribution of information. Oversees the Consumer Assistance Supervisor and may provide guidance to the Consumer Assistance Activities personnel in responding to inquiries and complaints regarding state bank and trust companies. Ensures that complaints are responded to in a timely and accurate manner. Supervises consumer complaints tracking and reporting. Assists in the coordination and development of responses and communications with the Conference of State Bank Supervisors (CSBS). Oversees and assists in the development and revision of Department strategic plan. Oversees the point of contact for Departmental conferences, meetings, and seminars. Coordinates and assists in the development of curriculum and site arrangements. Conducts and submits divisional employee performance appraisals prepared in accordance ith Department guidelines. Oversees the imaging of files and administers the agencys records management program. Oversees agency training programs to improve financial literacy in Texas. May participate in speaking engagements related to subject. Develops, coordinates, contributes, and assembles legislative testimony and other external communications and presentations. Researches and summarizes information in clear and concise statements. Formats information for ease of presentation and review. Oversees and coordinates the assembly of the economic report. Oversees the general tracking of legislation during each legislative session. Responsible for monitoring and evaluating important legislative issues using the Texas Legislative Services. Reviews and approves expense vouchers, time sheets, and training plans of division personnel. Performs related work as assigned. Qualifications: Required Minimum Qualification:Experience and Education Requirements: Director V: Graduation from an accredited four-year college or university with major course work in accounting, finance, or a business-related field. o A graduate degree in accounting, finance, business administration, or job-related field may substitute for an undergraduate degree that is not business related. Experience in communications or public relations. Current or recent (within five years) regulatory experience required. Two years managerial/supervisory experience. Director VI: Same education as a Director V. Experience in communications or public relations Three years managerial/supervisory experience Preferred Qualifications: Knowledge of examiner training and consumer issues. Progressively responsible experience, including supervisory or managerial experience in regulation, examination, and analysis of financial institutions. Fluency in Spanish with the ability to communicate well, both verbally and in writing Knowledge of Department of Banking policies, procedures, and operations. Current or former bank examiner commissioned by the FDIC, Federal Reserve, OCC, Texas Department of Banking, or another approved state banking authority. Special Requirements: Position requires at least 15 % overnight travel. Must possess or obtain within 90 days a valid Texas Drivers license. Satisfactory driving records are required for driving any vehicle to conduct agency business. Final applicants must certify that personally owned vehicles used for agency business have Texas minimum liability coverage and a valid state inspection. This position requires that the incumbent demonstrate strong personal financial responsibility and integrity. Applicants selected for an interview may be asked to complete a work style profile. Final applicants may be subject to an employment credit check, driving record check, and criminal background check. State law prohibits any employee of the Department from being or becoming directly or indirectly indebted to or financially interested in an entity supervised or regulated by the Banking Commissioner. See Texas Finance Code, Section 12.107. Knowledge, Skills, and Abilities: Thorough working knowledge of bank operations (commercial, trust, IT), regulation, and accounting principles. Possess working knowledge in the use of personal computers, including Microsoft Word, Excel, and Adobe. Knowledge of project management, with advanced organizational skills. Ability to grasp complex technical issues. Ability to effectively communicate complex analysis or issues in an organized and concise manner.
