Job/Position DescriptionIT BA III and#150; Delivery Product ManagerThe Delivery Product Manager (DPM) reports to Director II of Medicaid IT Contracted Systems and works in coordination with the Systems Architect (SA) and the Agile Program Lead/Release Train Engineer (RTE) of the Medicaid and CHIP Systems IT Applications, and Product Strategy team to deliver on the vision and roadmap documentation as it relates to each Scaled Agile Framework (SAFe) Planning Interval (PI). The candidate will routinely interact with business users and contracted IT representatives. This position will ensure contractor systems meet agency information technology directives, plans, goals, and contract requirements for Medicaid/CHIP programs including, but not limited to, Vendor Drug, Acute and Long-Term Care. This position, when necessary, supports planning, definition and high-level design of the solution while actively working with the Agile delivery team and the Product Owners (PO) to deliver on Vision, Roadmap, Features, PI Objectives and overall backlogs. This may include identification, development, input into, or validation of a solution. This position participates in Planning Interval (PI) planning activities actively participates in continuous discovery within the context of the work committed for the PI, and execution of the work necessary to support the PI objectives and individual Iteration goals. This will include identification, development, input into, and validation of Iteration outcomes. The DPM assumes a tactical role which ensures all aspects of the delivery of an emergent backlog. Will work with the Chief Product Managers (CPMs), Chief Product Owners (CPOs), POs, other product delivery teams, and all pertinent stakeholders when refining the Backlog. Reviews complex deliverables and provides comments to document owners. Support and/or prepares and presents complex communications and/or reports on delivery in alignment with the roadmaps and other assignments to all levels of staff up to and including executive management. Works under minimal direction with considerable latitude for the use of initiative and independent judgment. Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Collaborates and facilitates delivery activities to support the PI objectives, to include coordination with all appropriate HHSC stakeholders. This includes planning, tracking, and supporting all Sprint ceremonies, identification, facilitation, and coordination with impacted stakeholders and other IT teams or vendors, risk/issue identification, Feature Decomposition and Model Storm, engage in prototype conversation and implementation of MVP, and cross-team coordination. [50%] 2. Analyzes, documents and reports on the IT component of product backlogs with emphasis on quality delivery. This includes documentation of risk factors, dependencies, enablers and monitoring of the associated mitigation strategies. Provides status updates on the delivery activities and responds to questions from management. [25%] 3. Coordinates with Agile delivery teams to provide necessary input to help refine stories as necessary, to provide technical feedback, to include necessary impacted stakeholders, to coordinate with other enabler teams, and facilitate requests of other IT application or infrastructure teams.
