Job/Position DescriptionContract Specialist IIIPerforms highly complex (senior-level) grant and contract management work managing Family Support Services (FSS) fiscal data. Work involves coordinating, monitoring and tracking a broad range of FSS service and administrative contracts, including ensuring fiscal accountability and taking any necessary funding action. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment regarding daily FSS funding management decisions. This position interacts primarily with FSS staff, but routinely with other divisions and agency staff, and service providers.Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Essential Job Functions1.) Manages and/or coordinates complex grants and contracts providing a broad range of tasks that include, but not limited to monitors contract fiscal performance by examining billings, fiscal data, and trend analysis. Pulls contract data, coordinates with HHSC FHS finance areas and ensures fiscal data integrity. Monitors and tracks federal and state requirements pertaining to FSS contracting and fiscal monitoring. Monitors federal changes in funding and forecast funding utilization.2.) Administers the funding process and monitors weekly financial data related to contract billing and purchase performance. Evaluates expenditure data and makes projections to ensure appropriate use of funds and maximization of prevention dollars. Ongoing contract expenditure monitoring will demonstrate use of funds to maximize all appropriated and federally granted dollars to ensure families and communities receive optimal prevention services and to minimize the potential for any lapsed dollars. Prepares financial data dashboards and other financial documents for leadership. 3.) Provides guidance to internal and external stakeholders regarding contract financial administration, policies, procedures, and PEI administration. 4.) Recommend budget allocations and fiscal system information for Federal Funding applications and subsequent monitoring according to the Federal Funding grant requirements and make any changes necessary. 5.) Assists in the execution of contracts, contract renewals, and amendments by reviewing contract funding documents and obtaining pre-approval and final approval from grantees and contractors. Makes recommendations to change solicitation, contract boilerplate, and other contract-related documents. Reviews and provides input for PEI grant or contract changes. Registrations, Licensure Requirements or CertificationsCTCM (Certified Texas Contract Manager) required within one year of employment.
