About The Division Join the Budget Internal Accounting team as a Budget Analyst! Work involves examining, reviewing and analyzing financial data, including operating budgets, procurements and staffing information, to formulate expenditure forecasts and determine trends; compiling, interpreting, analyzing and reconciling statistics and reports relating to budgetary activities to resolve financial issues and make recommendations; preparing and revising operating budgets and appropriation requests; and communicating technical advice and assistance on budgetary matters to agency management staff. Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination. Qualifications: Minimum Qualifications Bachelors degree. 2 years of progressive experience preparing, maintaining, and analyzing a complex agency wide budget or performing financial analyst work at a Texas state agency. 1 year of experience with Centralized Accounting Payroll/Personnel Financials System (CAPPS). Preferred Qualifications Bachelors degree or higher in Accounting, Finance, Auditing, Business Administration, Public Administration, or a related field. Verbal and written communication skills that include complex correspondence, English composition, grammar, punctuation, and spelling. Experience with Centralized Accounting Payroll/Personnel Human Resources System. Experience with preparation of a state agency Legislative Appropriations Request (LAR). Substitutions One additional year of experience preparing, maintaining, and analyzing a complex agency wide budget or performing financial analyst work at a Texas state agency may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years). SUMMARY OF PHYSICAL REQUIREMENTS Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication. In thi role you will: Analyzes trends, tracks, and projects future expenditures and budgetary needs. Reviews requests for additional funds or resource reallocation, evaluates justification, recommends actions and answer inquiries on budget/resource related matters. Analyzes and examines operating budgets, expenditure patterns, and cost drivers to determine whether funds have been appropriately allocated. Reviews purchase requisitions for accuracy, proper comptroller object code and PCA account coding, availability of funds, and appropriateness of expense through CAPPS (Centralized Accounting and Payroll/Personnel System) Financials. Monitors and maintains assigned division budget. This includes, but not limited to, managing all aspects of the division budget such as tracking personnel actions, tracking requisitions and expenditures, and reviewing outstanding encumbrances, requesting purchase order and voucher maintenance. Assists in the preparation of monthly forecasts, CAPPS ledger entries, and reviews personnel actions for approval by team lead. Informs management in a timely manner of budget deviations, problems, and events likely to affect operations; explains causes of the events and estimates the effect on the divisions operations and the agencys resources. Assists in the maintenance of CAPPS, Excel, and other databases of budget data related to activity of assigned divisions. Assists in the preparation of the Legislative Appropriations Request. Assists in the preparation of the annual operating budget and communicates with and distributes the division operating budget to assigned division(s). Distribute required reports to division management that reflects spending. Assists with special projects as needed. Create ad hoc reports in Excel for management review, ensuring data accuracy and timely delivery. Performs other related duties as assigned. Maximize Your Earnings!
