TEXAS BOARD OF NURSING I. Position Description January 2025 II. TITLE: Nursing Consultant for Advanced Practice-Nurse Practitioner- APRN I (4451) (B28) III. DEFINITION: Performs consultative and administrative work for the Board of Nursing. Works under the direction of the Director of Nursing and APRN Licensing Supervisor to: assist with the operations of all APRN processes including the application process for advanced practice registered nurses; assist in interpreting applicable laws and rules to the public, nurses, and educators; develop, implement, and evaluate rules, policies, and procedures related to advanced practice registered nurses and APRN education; collaborate to support the development, implementation and evaluation of rules, policies, and procedures related to APRN education; participate as a speaker in workshops; and serve as liaison to professional organizations and groups with interests in advanced practice nursing and education. Works under minimum supervision with latitude for use of initiative and judgment. IV. RESPONSIBILITY TO THE AGENCY: Assists the DON and APRN Licensing Supervisor with establishing a culture of teamwork, collaboration and support within the Nursing Department. Contributes to agency goals and objectives and adheres to agency ethics and personnel policies. V. QUALIFICATIONS: The Nursing Consultant must be licensed as a registered nurse and Advanced Practice Registered Nurse in Texas and must have the following minimum qualifications: a. Education i. Graduate of a professional nursing program accredited by the state in which the program was conducted. ii. Graduate of an accredited college or university with an earned master's degree in nursing with educational preparation as either a clinical nurse specialist or nurse practitioner. b. Experience i. Broad experience in various types of professional nursing positions. ii. Have at least three years of experience in clinical practice as an advanced practice registered nurse within the preceding five years iii. Preferred three years of teaching experience in a graduate nursing program with a focus on advanced practice registered nurse education. c. Knowledge, Skills and Abilities i. Basic knowledge of state laws relating to the practice of professional nursing, especially the Nursing Practice Act and The Rules and Regulations Relating to Nurse Education, Licensure, and Practice. ii. Basic knowledge of the role and functions of the Texas Board of Nursing in the regulation of nursing and advanced practice nursing. iii. General knowledge of the diverse conceptualizations of nursing as a profession. iv. General knowledge of different types of advanced practice registered nursing education programs. v. General knowledge of advanced practice registered nursing curricula and accreditation. vi. Comprehensive knowledge of advanced practice nursing, the current issues, and the role of advanced practice registered nurses in the current health care delivery system. vii. Comprehensive knowledge in the advanced practice specialty in which prepared. viii. Effective oral and written skills. ix. Effective problem-solving skills. x. Effective public speaking skills xi. Ability to organize and prioritize. xii. Ability to analyze and synthesize information in a short period of time. xiii. Ability to write reports suitable for public distribution. xiv. Ability to work well with individuals and groups. xv. Basic skills for research utilization or for arriving at evidence-based decisions. xvi. General knowledge of computer technology and information security practices. d. Professional Development i. Recognized a possessing the personal and professional integrity that is necessary to maintain the respect of state officials, professional colleagues, and the general public. ii. Recognized as possessing the ethical standards required of state employees. iii. Recognized as able to use sound judgment, consider issues with objectivity, apply standards for decision-making with consistency, and as being honest. iv. Recognized as displaying accountability for own professional actions and development with the potential to develop a deep sense of responsibility for the professional aspects of state board work. VI. FUNCTIONS: a. Contributes to all aspects of APRN licensing under the general direction of the Director of Nursing and APRN Licensing Supervisor. Contributes the work of APRN licensing to promote quality improvement in daily operations. b. Participates in the process for review and approval of applicants for advanced practice registered nursing licensure, evaluation of academic courses and limited prescriptive authority in collaboration with other APRN consultants and staff. c. Confer and correspond with individuals and groups regarding the interpretation of the Nursing Practice Act, the Board rules and regulations, as well as other Federal and State laws, rules, or regulations, as they apply to advanced practice, vocational nursing practice, professional registered nursing practice, and nursing education. d. Communicate with external administrative personnel, school and program directors, accreditation directors and/or liaisons to verify program requirements, curricula, and other information as needed for licensure processing. e. Assist in the development and implementation of Board policies, procedures, objectives, and strategic plan, particularly as they apply to advanced nursing practice and education. f. Consult with and assist investigations staff regarding complaints or investigations; APRN education reviews, and/or provide expert testimony. g. Participate with inter/intra agency and extended committees or task forces to represent the Board, provide consultation, and prepare reports for the Board. h. Assist with evaluation of continuing education documentation to determine compliance with advanced practice rules. i. Staff the advanced practice advisory committee and other committees as assigned. j. Participate as a speaker at Board sponsored workshops. k. Perform other functions as assigned by the Director of Nursing including special projects and/or reports to the Board. VII. CONDITIONS OF EMPLOYMENT: a. Must be willing to travel within the State of Texas, up to 25%. b.
