Job/Position DescriptionTexas Health and Human Services (HHS), comprising the Texas Health and Human Services Commission (HHSC) and the Texas Department of State Health Services (DSHS), is committed to enhancing the lives of over 7 million Texans each month through hundreds of essential programs and services. The Associate Commissioner, reporting to the Deputy Executive Commissioner (DEC) for System Support Services (SSS), leads the daily operations of the HHSC Facilities department. This position is responsible for managing and directing complex support services programs, which include the statewide facilities management of over 400 offices, lease planning and space management, regional administration services, security planning and operations, contract management, the agency safety program, warehouse services, and printing services. Key responsibilities include developing and implementing strategic plans, policies, and procedures, as well as evaluating the performance of support services. The Associate Commissioner provides executive-level reporting, manages a multi-million-dollar budget, sets goals and objectives for support services, and ensures that resources are appropriately acquired and effectively utilized in compliance with regulations and policies. The role also involves interpreting federal and state laws and regulations, as well as departmental policies and rules related to service delivery. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Job FunctionsEstablishes and maintains the facilities services governance processes; coordinates the delivery of support services for the HHS System, Texas Department of Family and Protective Services (DFPS), and Texas Civil Commitment Office (TCCO); develops, manages, and implements support services policies, and procedures. Provides overall program vision, leadership, and strategic direction for achieving department goals and legislative mandates; directs the overall planning, coordination, implementation, and evaluation of support services to ensure timely and effective delivery of services as described in service level agreements. Provides strategic planning, guidance, and direction for statewide lease and facilities management, as well as regional administrative, warehouse, and printing services. Oversees building maintenance, remodeling and repair, space management, support contracts, and security for over 400 HHS facilities statewide. Directs staff on special projects and initiatives. Facilitates meetings, delivers presentations, and produces high-quality written reports and briefings. Communicates effectively with a range of internal and external stakeholders to foster a culture of open communication, mutual respect, and shared goals. Provides information and testimony as well as presents to the HHSC legislative offices or committees, other state and federal agencies, and other organizations. Assesses the Facilities department workforce needs and develops strategies and plans to address them. Directs the development of the department workforce with the appropriate knowledge, technical skills, and competencies.
