Job/Position DescriptionVeterinarian IV - Under the direction of the Meat Safety Assurance Section Director, the Assistant Director performs highly-advanced, complex senior-level veterinary and managerial work overseeing and coordinating veterinary activities and disease control functions, providing consultative services, investigating incidents of animal disease, disseminating information on disease control and eradication, overseeing the Food Safety Assessment (FSA) program and quality assurance programs, and managing the daily operations and functions of the meat safety assurance program. Manages, plans, and coordinates the performance of statewide programs in meat and poultry safety as well as humane handling of animals. Provides technical expertise, oversight and direction to staff and functions statewide. The position sets goals for staff, establishes priorities, plans, assigns, supervises their work, and is responsible for performance measures and outcomes. Responsible for employing appropriate organizational and management skills to develop policies, procedures, guidelines, schedules, and standards for staff and operations statewide. Work involves evaluating resources, approving purchase requests and travel expenditures, developing guidelines, evaluating business functions and procedures for the statewide Meat Safety Assurance program. Identifies areas of process improvement and implements change. Prepares or approves responses to legislative requests and public inquiries. Significantly contributes to the development of department administrative rules.The Assistant Director is responsible for oversight and coordination of statewide program-related projects and initiatives. Directly supervises the work of others. Acts for the Meat Safety Assurance Director in periods of the Director's absence. Represents the meat safety assurance section program in cross-functional and other workgroup meetings. Work involves collaborating as needed with section, division, and departmental executives, legislative contacts, program directors, vendors/contractors, and external stakeholders. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.EJF 1: (30%) Oversees the daily management of operations and complex business support for the meat safety assurance program statewide. Ensures effective and efficient delivery of program operations. Reviews business functions and processes to ensure resources are appropriately allocated to maintain an appropriate organizational structure that supports the needs of the Meat Safety Assurance program. Develops budget requests and assists section director in monitoring budget and reviews / approves office and travel related expenditures. Sets goals for staff, establishes priorities, plans, assigns, supervises their work, and is responsible for developing appropriate performance measures for the section. Reviews results of special investigations, internal audits, research studies, and benchmark studies to provide direction and guidance to staff, and to department licensees as applicable. Prepares or oversees the preparation of ad hoc reports and information for division leadership as requested.EJF 2: (25%) Directs the meat safety assurance program operations statewide to maintain performance measure targets for the meat safety assurance section.
