HEALTH AND HUMAN SERVICES COMMISSION Accountant V in Austin, Texas

Job/Position DescriptionAccountant V is selected by and reports to the HHSC Fiscal Management. This position operates as the Team Lead and is responsible for planning, organizing, and managing workloads. Once payment vouchers are entered, this position audits and approves these vouchers. Approximately 1300 vouchers per month are processed by this group. It is very important that this position ensures that payments to vendors are made in a timely manner to prevent the agency paying late payment interest and to prevent interruption of services due to late payments. This position works under general direction with moderate latitude for the use of initiative and judgment. Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Oversees the processing of agency expenditures according to agency polices, including auditing and approving various encumbered and unencumbered vouchers, ensuring accuracy and appropriate documentation is attached. Provides technical assistance to staff in processing accounting transactions. (60%) Communicates on a complex level with others (internally and externally) to provide, exchange, or verify information, answer inquiries, address issues, and resolve problems or complaints. (20%) Prepares various reconciliations between internal accounting system and USAS. Runs queries to extract accounting information from internal accounting system and USAS. Assigns processing errors to appropriate staff for resolution and ensuring timely processing of expenditures. (20%)Registrations, Licensure Requirements or CertificationsN/AKnowledge Skills AbilitiesKnowledge of fiscal programs; of governmental accounting; of budget control methods, policies, andprocedures; and of laws and regulations pertaining to financial operations.Knowledge of accounts payable processes and procedures.Knowledge of and the ability to use complex automated accounting systems, includingHHSAS/CAPPS 9.2 (PeopleSoft Financials), Uniform Statewide Accounting System (USAS), andTexas Identification Number System (TINS).Skill in the use of office equipment, computers, and associated software applications including:Microsoft Excel, Access, Word, and Outlook. Skill in working under general direction with moderate latitude for the use of initiative and judgment.Skill in establishing and maintaining effective working relationships both internal and external to theagency.Excellent communication skills both verbal and written.Ability to manage multiple ongoing projects, prioritizes work, and meets deadlines.Ability to train others.Initial Screening CriteriaFour years of experience in accounting and financial operations. Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is preferred. Experience and education may be substituted on a year-by-year basis.
