Maine Revenue Services is seeking candidates for an Office Specialist I Supervisor. This position is assigned to Maine Revenue Services’ (MRS’) Operations Processing Center, responsible for supervision of a group of State employees and seasonal temporary staffing assigned to the Taxpayer Assistance Unit. Responsibilities require independent judgment, initiative, and discretion to make determinations on varied matters, including interpretation of tax laws, MRS rules and regulations, and departmental policies and procedures.

Essential skills include knowledge and experience in supervisory principles, methods, and techniques; the ability to interpret and apply tax laws, rules, and regulations in varying situations; the ability to understand and promote management goals as they affect day-to-day operations; and the ability to effectively coach employees and conduct performance appraisals.

REPRESENTATIVE TASKS:

  • Supervise staff assigned to the Taxpayer Assistance unit.

  • Plan, assign, instruct, review, and monitor the work of support staff.

  • Coach employees in meeting performance standards.

  • Review input/output of information from electronic information systems and develop/implement quality control standards for data input structures and output quality assurance.

  • Write summary reports and trend analyses.

  • Recommend operational improvements.

  • Participate in interviewing, selecting, orienting, training, and instructing new employees.

  • Provide customer service for incoming calls to the phone queue, assisting users with questions pertaining to property tax, withholding, personal and business accounts; registration and navigation of the MRS website.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of Maine Performance Management and Appraisal System.

  • Knowledge of human resource laws, polices, and practices.

  • Knowledge of the principles, practices, and equipment related to quality control of data input and output.

  • Knowledge of supervisory principles, methods, and techniques.

  • Knowledge of interviewing principles and techniques.

  • Knowledge of teamwork principles and strategies.

  • Ability to work with timelines and schedules.

  • Ability to plan, assign, instruct, review, and monitor the work of support staff.

  • Ability to instruct others and plan, prioritize, and assign work.

  • Ability to maintain confidentiality.

  • Ability to verify, code, compute, and/or reconcile data on standard documents.

  • Ability to conduct research, gather information, and analyze results to reach a conclusion.

  • Ability to understand and promote management goals as they affect day-to-day operations.

  • Ability to accomplish the quality/quantity of work within set expectations.

  • Ability to effectively coach employees and conduct performance appraisals.

  • Ability to understand and promote management goals as they affect day-to-day and long term operations.

MINIMUM QUALIFICATIONS:

Training, education, or experience in office and administrative support work that demonstrates:

  • 1) competency in applying a proficient knowledge of modern office practices to perform advanced administrative support tasks requiring specialized skills, and

  • 2) the ability to use independent judgment, initiative, and discretion to make determinations on varied matters. All positions in this classification assume the qualifications of: Office Assistant I, Office Assistant II, Office Associate I and Office Associate II.

The backgrounds of well-qualified candidates will demonstrate the following competencies:

  1. Experience supervising staff performing phone customer service

  2. Prior performance management experience to include creating standards and expectations for staff, conducting interim and annual reviews, disciplinary action.

  3. A proven ability to be flexible and adjust to business needs while balancing multiple tasks and priorities. Strong time management skills and the ability to meet tight deadlines is essential.

  4. Highly effective communication skills with the ability to identify problems, formulate corrections, and propose recommendations for improvement to senior management.
