OVERVIEW:

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (OIT) also known as MaineIT provides information technology support to over 13,000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. MaineIT is seeking a highly talented individual who leverages their expertise in leading IT Managers to success.

ABOUT THE JOB DETAILS:

The Information Technology Management Analyst, DHHS Applications (Public Service Coordinator II) will be part of the management team which provide application services to the Department of Health and Human Services’ Office of Aging and Disability Services (OADS), Office of Children and Family Services (OCFS), the Office of MaineCare Services (OMS), Office of Behavioral Health (OBH), Office for Family Independence (OFI), Maine Centers for Disease Control (MeCDC), Department of Licensing and Certification (DLC), and Maine Health Data Organization.

PREFERRED QUALIFICATIONS:

• Experience overseeing IT managers in their day-to-day management of operational support teams

• Experience in overseeing large scale projects and multiple funding streams

• Experience in resource allocations to meet organizational objectives

• Awareness of Cyber Security as related to software applications and database

• Ability to establish and maintain effective working relationships

• Demonstrated experience managing and leading cross-functional IT teams

• Ability to develop and manage IT budgets, identify cost-saving opportunities, and ensure return on technology investments

• Experience with vendor and contract management, including Requests for Proposals (RFPs) and in ensuring policy and contract compliance

• Expertise in IT strategy development and aligning technology initiatives with business goals

• Demonstrated knowledge and experience with digital transformation, including implementation of low-code/no-code solutions, automation, and AI integration

• Strong knowledge of IT application development and the software development lifecycle

• Proven understanding of enterprise software platforms, including ERP and CRM systems

• Experience in data governance, including data quality, data privacy, and compliance regulations

• Hands-on knowledge of enterprise architecture principles and frameworks

• Understanding of DevOps practices and continuous integration/continuous delivery (CI/CD)

• Familiarity with agile project management methodologies (Scrum, Kanban)

• Excellent communication skills to translate technical information into business context for senior leadership and non-technical stakeholders

• Demonstrated ability to manage and mentor IT professionals and build a high-performance team culture

• Strategic thinker with the ability to implement long-term IT plans and digital strategies that align with organizational goals

• Strong decision-making skills, especially under pressure, with the ability to prioritize conflicting demands

WHAT WILL YOU DO?

Technical Administration:

  • The position provides technical guidance within MaineIT’s Enterprise Shared Services team with a focus on policy adherence. The position supports and manages multiple projects both within their teams as well as enterprise-wide initiatives which impact their applications or partner Agencies.

    Policy and Process Administration:

  • The position defines priorities and advises on SOPs for teams and managers within their division, ensuring that organizational goals are met and that their teams’ deliverables satisfy the needs of MaineIT’s Agency partners.

    Staffing and Personnel Resource Administration:

  • T he position aligns hiring and staffing decisions with the Enterprise Shared Services team to ensure the right person with the right skills is in the right place at the right time.

    Business Relationship Management:

  • T he position supports the Director by w orking closely with agency partners to build a valued, consultative relationship. The position also leads and participates in strategic planning and solutioning discussions with their supported partner Agencies as a MaineIT representative.

    Fiscal Administration:

  • The position is responsible for creating IT budgets in collaboration with their Agency partners, monitoring and advising their Agency partners on any budgetary concerns and training their managers on budget-to-expense analysis and tracking. The position is responsible for ensuring that their supported partner Agencies are informed and aware of any potential fiscal impacts that may arise.

    Procurement:

  • The position is responsible for the oversight of RFP creation, reviews, and scoring. The position may be part of a team including staff from the DHHS Division of Contract Management (DCM), the Office of State Contracting for Professional Services (SPRC), and DAFS IT Procurement (ITPROC) which reviews bids as submitted by vendors in response to RFP’s. The position also is accountable for vendor relationship management, enforcing contractual obligations, and overseeing policy compliance for both internal and vendor-hosted applications.

MINIMUM QUALIFICATIONS

  • Seven (7) years of progressively responsible experience in application system analysis and/or programming and a minimum of one (1) year in a working supervisory role. A master’s degree in computer science may be substituted for one (1) year of programming experience.

The selected candidate will be required to pass the required background checks (fingerprinting may be required) as a condition of employment.
