JOB DESCRIPTION:
This is professional work to develop and maintain standardized financial reporting formats and procedures for BGS capital construction projects that are funded through state general funds and bonds. Work progresses from development of project budgets, to tracking expenditures to budgets, to assuring successful conclusion of the project. The position is critical to project management and financial accountability. Work is performed under administrative direction.
KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED:
Develops project budgets in coordination with the BGS Director and project managers.
Recommends sources of funding for projects.
Develops standardized financial reporting formats and procedures.
Maintains construction project financial records.
Participates in annual project planning and scheduling of work.
Analyzes contracts and financial policies and procedures to improve efficiency, economy and control of financial operations.
Develops, recommends and oversees consistent monitoring of appropriate controls with regard to project expenditures.
Regularly consults with bonding authority regarding project progress.
Regularly reports financial matters to the BGS Director.
Prepares statistical reports, charts, tables and other graphics depicting financial information
Knowledge of design and construction processes.
Knowledge of Maine state statutes governing public construction.
Knowledge of cost accounting principles.
Knowledge of statutes governing state bonding processes.
Ability to work cooperatively with project managers and department administrators.
Ability to develop standardized financial reporting formats and procedures.
Skill with Excel for development of charts, graphs and other graphics.
MINIMUM QUALIFICATIONS
Bachelor’s Degree in accounting, auditing, and/or finance is preferred or equivalent experience.
Experience in public administration preferred but not required.
