Summary The Learning Resources Officer (LRO) is located at VA Augusta Health Care System and executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines. In this role, the Chief, Learning Resources coordinates education for more than 3,000 employees. Responsibilities Major duties include but are not limited to: Strategic management and planning for education and development of all hospital staff, workforce and succession planning, cultural competency, employee satisfaction. New Employee Orientation (NEO) - Including incorporation of Stay in VA and administrative follow up for engagement. New Supervisor Orientation -A subject matter expert (SME) driven program to introduce all new supervisors to basic responsibilities. Continuing Education Program-Original content developed and delivered by Education staff based on Annual Needs Assessment. Professional Development Classes- Original content developed and delivered by LR staff based on Annual Needs Assessment. Mentorship/Preceptor programs- Developed locally as original programing based on research and studies of existing VHA programs and best practices. TMS Coordination-Oversee local learning management system that contains training record for all employees, students, and volunteers to including account management. Oversight of local Conference/Training and travel reimbursement program processing over 400 requests per FY Incumbent is co-chair of local Workforce Development and Training Committee, coordination and facilitation of meetings and preparing/delivering reports through Administrative Executive Board. Incumbent actively participates in VISN DLO meetings to discuss, plan and support coordinated training opportunities Incumbent is responsible for the creation, dissemination and then compilation and analysis of findings of Annual Learning Needs Assessment. Annual training plan is then developed based on this data. PMDB responsible for tracking, training and program oversight with compliance and program management. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/06/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for the 1701 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. or Combination of education and experience: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. In addition to the above IOR requirement, you must also meet the specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in developing training and educational programs for an organization; preparing briefings or recommendations to upper level managers and negotiating solutions to disputed recommendations; coordinating educational program/project activities such as meetings, conferences, information gathering, and negotiations; and designing an educational program by analyzing the need for personnel, facilities, supplies, and materials. You will be rated on the following Competencies for this position: Accountability Administration and Management Attention to Detail Customer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary in nature, although some slight physical effort may be required. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
