Muckleshoot Indian Tribe Contract/Procurement Manager ($101,019- $171,729 Annually) in Auburn, Washington

JOB SUMMARY

Oversees all housing program Procurement and Contracting. Also assists Tribal administrators in preparing, maintaining and managing grant budgets and balances, prepares and reconciles periodic and special reports, projects and analysis.

MAJOR TASKS AND RESPONSIBILITIES

  1. Oversee Procurement for all Housing programs, which includes, Homeowner Grant repairs and remodel, home loan construction, 330 units of rental repairs and maintenance and elder new construction.2. Reviews and Approves all Project Bids, Cost Analysis and Davis Bacon/HUD required wage rates.3. Research Background on all MHA Vendors and Contractors4. Back up for HR and Payroll for Housing Staff. Includes overseeing the recruitment of all MHA staff, evaluation and training programs and benefits programs.5. Is the back up for all HUD Line of Credit Drawdowns-Indian Housing Block Grant and Indian Community Development Block Grant.6. Oversees Davis Bacon and HUD wage rate Contractor compliance7. Prepares and/or reviews all state and federal payroll reports and grant and contract reporting requirements.8. Maintains files of all contracts, leases, insurance policies, bonds and related documents.9. Provides guidance to management and staff of other departments regarding procurement issues.10. Prepares periodic and/or annual reports for Insurance, HUD determined wage rates, HUD Line of Credit draw down reports.11. Prepares written and oral responses to inquiries by managers, supervisors, and administrators, as requested.

EDUCATION - EXPERIENCE AND TRAINING FOR POSITION

Graduation from an accredited four-year college or university with a degree in accounting, finance or business or a closely related field, and three (7) years of progressively responsible related experience, that includes supervision. 10 years’ experience in HUD procurement, payroll and mortgage lending may be substituted for education requirement.

SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION

Knowledge of: Automated financial accounting systems and personal/mainframe computers; Federal, state and local legislative guidelines; Accounting structure, policies and operating programs of the Tribe. Federal Procurement policies. Davis Bacon labor guidelines. Mortgage lending/funding requirementsSkill in: Oral and written communications; Organizing multiple tasks and priorities, time management; Problem solving, conducting research, analyzing data and compiling reports;General Knowledgeof all loan processing and servicing software.

The noise level in the work environment is usually moderately quiet.

Licenses or Certifications Required

HUD certification for Procurement through required annual training.
