Job Description

AECOM is serving as the Owner's Verification Firm (OV) representing GDOT on this first-ever Design-Build-Finance-Operate-Maintain (DBFOM) project to add 16 miles of tolled Express Lanes to SR 400. In this role, AECOM is responsible for verifying that the Project is executed in compliance with the Project Agreement (PA), Construction Quality Management Plan (CQMP), and Design Documents and can be accepted. We will perform owner verification sampling, testing, and inspection and will conduct audits to verify Developer and Independent Quality Assurance (ICQA) compliance.

The role of the Operations and Maintenance OV Manager generally includes:

Review of the Developer’s Operations and Maintenance Management Plan (OMMP) for conformance with the requirements of the PA for O&M Work. Including a plan for use during construction and a second plan for use during the Operating Period.

  • Review of the Baseline Element Condition Report (BECR) of the current facility. This will set performance requirements for the existing facility and will be used to prevent a situation where the Developer is required to incur substantial effort and cost to perform upgrades beyond the original conditions at the start of construction.

  • Monitor the Developer’s maintenance during construction against the performance requirements including:

  • Major Maintenance – items not typically occurring annually.

  • Minor Maintenance – items typically occurring annually or more frequently.

  • Roadside Management Amenities and Operational Activities – service level incident management, towing, etc.

  • Monitor the Developer’s traffic control during O&M work.

  • Monitor the adequacy of the Developer’s communications and interactions with GDOT’s Traffic Management Center (TMC) during operations and traffic incidents during the construction phase.

Responsibilities of this role include:

  • Leads the operation of the Project Management Team (PMT) Maintenance OV team and the scheduling, assignments, and performance of the OV Maintenance field monitors.

  • Oversees the PMT Maintenance OV team execution of Technical Review and Recommendation (TRR) and other associated Post-Let Instruction (PLI) processes and procedures, which includes verification of monthly Maintenance service calls, periodic system inspections, and remedy of identified maintenance issues during the Design and Construction (D&C) Period.

  • Administers the Maintenance TRR process, coordinates with the appropriate Leads, and identifies areas of field observation focus based on Owner risk considerations.

  • Works with the PMT Technical Risk Manager and Project Compliance Engineer (PCE) on modification or development of new processes to correct PMT performance, identify training or additional support that may be necessary, and suggest updates to the PLI as the Project progresses.

  • In concert with Technical Risk Manager or Engineering OV Manager, tracks and oversees the timely review of Developer management plans and risk-based review of maintenance Submittals.

  • Provides final recommendation to PMT Technical Risk Manager/dPM on resolving Maintenance Submittal reviews.

  • Reviews objective evidence from performed TRR or formal audits, identifying noncompliance elements, working with IQF to seek corrective actions, and resolution to Non-Conformance Report (NCR), or QI/NCE issuance.

  • Coordinates daily activities with the Developer/Independent Quality Firm (IQF) in managing the daily oversight activities, and then organizes, schedules, or coordinates oversight and field observation duties for OV field monitors.

  • Oversees the identification and tracking of emerging maintenance-related Project items and informs the PMT Technical Risk Manager/dPM of any matters requiring additional support or escalation.

  • Assists the PMT Technical Risk Manager/dPM in managing the deployment of efficient Project resources and staff to verify GDOT contract obligations are satisfied, and work is performed efficiently.

  • Regarding payment to the Developer, reviews the Draft SOV, provides comments on Developer progress, coordinates with PMT Technical Risk Manager/dPM, and attends/assists in negotiation meetings, as requested.

  • Assists PMT dPM with processing GEC invoices.

  • Attends and engages in internal and external meetings and reviews the meeting minutes.

  • Oversees the training and coaching of maintenance OV team members, establishing, and enforcing safe working habits of field personnel, and recruiting/terminating field personnel as needed.

  • Attends meetings with the Developer and other stakeholders. Reviews and comments on meeting minutes.

Qualifications

Minimum:

  • BS/BA and 8 years of roadway maintenance or related experience or demonstrated equivalency of experience and/or education

  • Experience managing a team/staff.

  • Experience in reading, understanding, and interpreting project agreements and policies

  • A valid Driver’s License is required to visit project sites, clients, and other AECOM offices. As a condition of employment, the selected candidate must pass a Motor Vehicle Records review

Preferred:

  • GDOT or other state DOT or county/City/Municipal Roadway Maintenance Management experience

  • Managing the roadway maintenance items or a large roadway or bridge construction project

  • Management and coordination of traffic operations during construction of a large roadway or bridge construction project

  • Knowledge and experience with GDOT construction project processes

  • Experience in work team communication; written, verbal and presentations

  • Experience communicating effectively and participating in team meetings representing maintenance and operations issues.

Offered compensation will be based on location and individual qualifications. The expected range is $110,000.00 - $150,000.00.
