Job Description

Reporting to the Senior Director of Capital Improvements, the position is responsible for managing our client's Capital Improvement Projects team with Program Controls (budgeting, estimating, cost management, planning/scheduling).

The Program Controls Manager ensures accuracy in the reporting of financial records and provides strategic insights to support our business goals. The ideal candidate will have a strong background in construction finance, exceptional analytical skills, and the ability to work with our client's finance team effectively.

Program Controls Manager Roles and Responsibilities:

(Tasks may include the following and other related duties.)

  • Provide support to Project Teams throughout the project lifecycle.

  • Provide program and project level reports including detailed analysis of cost and changes.

  • Maintain and control budgets from design concept through the project completion.

  • Assist project managers with change management and control of total project costs (external contractors, construction managers, direct suppliers, and professional consultants).

  • Analyze projects to ensure that project funding is adequate by performing estimates, cost forecasts, cost trends, and accrual of actual costs.

  • Manage the estimating process and negotiating potential change orders.

  • Monitor and conduct audit compliance for projects.

  • Reconcile program and project controls data with the client's fiscal and financial controls systems.

  • Present results of cost analyses to senior staff and executive leadership.

  • Prepare and present accurate and timely financial statements and reports.

  • Ensure compliance with generally accepted accounting principles (GAAP) and other regulatory requirements.

  • Develop and maintain financial policies and procedures to ensure effective internal controls.

  • Manage the budgeting, forecasting, and financial planning processes.

  • Work with executive leadership to conduct financial analysis, identify trends, variances, and opportunities for cost reduction and efficiency improvements.

  • Collaborate with project managers and executives to provide financial insights and support decision-making.

  • Coordinate audits and manage relationships with external auditors and financial institutions.

  • Assist the finance and accounting team, fostering a culture of continuous improvement.

Qualifications

The Program Controls Manager must have:

  • A Bachelor's degree in the relevant discipline (Engineering, Construction Management, Accounting) or equivalent work experience.

  • A minimum of ten (10) years of progressive accounting and finance experience, with at least 5 years in Program Controls or similar role within the construction industry.

  • Strong knowledge of construction accounting principles, job costing, and financial management.

  • Proficiency in the implementation and use of accounting software and Enterprise Resource Planning (ERP) systems (e.g., Procore, Kahua).

  • Exceptional analytical, organizational, and problem-solving skills.

  • Excellent communication, presentation and interpersonal skills.
